Class A and B liquids are highly toxic. Is it okay to use Q235-B steel as a fixed roof storage tank? Are there any regulatory requirements in this regard?

It seems that the operating medium is not possible, but if it is not highly toxic, such as refined oil, it should be OK. The standard uses the local minimum daily average temperature in winter plus 13℃ as the indicator.
This steel seems to only guarantee the composition but not the strength, so I don’t think it should be possible.
