Preface: Under the section on \"Large-scale and cost-effective development and utilization of renewable energy\" in the \"Medium- to Long-Term Science and Technology Development Plan\", the following text appears: Emphasis should be placed on the research and development of large-scale wind power generation equipment, as well as on the technologies and equipment needed for building wind farms along coastlines and on land, as well as in areas in the west where wind energy resources are abundant. Attention should also be given to cost-effective solar photovoltaic cells and related utilization technologies, solar thermal power generation technologies, solar building integration technologies, as well as technologies for developing biomass energy and geothermal energy. The “Shanghai Medium- and Long-Term Science and Technology Development Plan (2006–2020)” also mentions wind power: Key technologies 21 – Technologies for utilizing wind energy, solar energy, and biomass energy; technologies for megawatt-class wind turbines with variable pitch and speed control; technologies and equipment for offshore wind farms; the structural design and corrosion resistance of offshore wind turbines; offshore power transmission systems ; Cost-effective solar cells, solar thermal power generation and photothermal utilization technologies, solar building integration manufacturing technologies ; Biomass liquid fuel conversion and power generation technologies and equipment. To this end, we have compiled the following materials for readers' reference. Energy shortages in our country have become one of the factors restricting rapid economic development. Our country’s energy structure, which is dominated by coal, deviates significantly from the mainstream trend in global energy consumption ; Taking into account factors related to resources, technology, economy, and environmental protection, developing wind power generation should be one of the strategic options for addressing the energy and electricity shortages in our country. The advantages of wind power generation are mainly as follows: (1) Wind power generation is already a mature technology as well as an emerging industry, and it has the potential to become an important alternative energy source in the world in the future. (2) Wind power technology is already quite mature and possesses a certain level of market competitiveness. (3) The wind energy resources are abundant. (4) Wind power generation can effectively curb the greenhouse effect and sandstorm disasters, and it can provide independent power supply for remote rural areas. Our country is currently making great efforts to develop wind power generation, but there are certain obstacles in terms of both policy and technology. In terms of policy: (1) there is a lack of strategic planning and effective economic incentive policies, which affects investors’ enthusiasm ; (2) Lack of policy measures to encourage localization ; (3) Lack of an effective investment and financing system ; (4) There is insufficient promotion, and the public lacks awareness of the importance of utilizing renewable energy. Technically, it is necessary to address the issue of connecting wind power to the power grid, in order to prevent disruptions to the grid caused by the instability of wind power. Additionally, technologies for storing electrical energy need to be developed. Wind power is an advanced productive force in the power industry, and it should become the most practical choice for China’s strategy of sustainable energy and power development. We should establish a scientific development approach in the energy sector, increase investment in research and development, vigorously train talent in wind power, and elevate the development of wind power to an urgent strategic priority.
