So what does “paving” mean in this sentence?
It seems to be the lowest liquid level of the condensate. Flows to the intercooler due to the hydrostatic pressure difference of the liquid level

Paving refers to a road surface made of stone slabs or a concrete surface. What is meant here is to discharge the condensate from the heater directly onto the ground, until the condensate has sufficient pressure to push it toward the automatic temperature regulator of the alkane reactor
Here, “paving” is synonymous with “floor” and “grade”. It’s better to translate it as ‘ground’.
