Generally, it should be carried out in two interconnected and mutually verified steps: financial evaluation and preliminary analysis of national economic evaluation. In particular, projects involving major national economic projects (including major technological transformation projects) related to the development and utilization of scarce resources, projects involving the import and export of products, raw materials, fuels, or import substitution, in addition to preliminary analysis of financial evaluation, must also conduct a preliminary analysis of the national economic evaluation, so that the higher-level leadership agencies can make macro decisions on whether to conduct in-depth feasibility studies on the proposed projects. (6) The control index for the construction investment estimation error in the project proposal is tentatively set at ±20% before the current national regulations are clarified. (7) These regulations apply to the preparation and submission of proposals for large and medium-sized chemical construction projects. Projects for the reconstruction, expansion and technical transformation of old factories may be compiled and reported in accordance with the requirements of these regulations and in conjunction with the original basic conditions and available facilities of the project. Project proposals for small projects may refer to the relevant content requirements of these regulations and be appropriately simplified on the premise of meeting the approval requirements of superiors. The content and depth of these regulations vary from project to project, and have different emphasis according to different project conditions, and can be determined based on the specific circumstances of the proposed project.
