How to promote workshop safety management

I used to be a process engineer, and I have just switched to working as a full-time safety engineer, but I am completely lost when it comes to workshop safety management. Our workshop has 5 positions in total, with over 190 employees, plus some outsourced workers. How can we ensure effective safety management in order to minimize our own safety risks? And how can we properly manage the safety of those outsourced workers? Please give me some suggestions!
1. Review the qualifications of external construction contractors, and select independent legal entities that possess a \"Business License,\" \"Qualification Certificate,\" and \"Safety Qualification Certificate\" issued by the regulatory authorities, with all three certificates in order, to serve as external construction contractors. 2. When external construction firms come to the company to carry out work, they must sign a safety agreement with the company to clarify the safety responsibilities of both parties. The teams responsible for major repairs as well as those involved in routine maintenance must pay a certain amount as a safety deposit. 3. External construction units must receive three levels of safety training before entering the site. 4. The company’s safety inspection personnel have the authority to order subcontractors who violate the company’s safety regulations or pose potential accident risks to suspend work and make corrections within a specified time frame; those who lack the capacity to make such corrections have their construction contracts terminated.
Who will be responsible for the emergency plans and safety duties related to outsourced positions?
1. Sign a safety responsibility agreement to clarify safety duties. 2. Strengthen staff training to improve safety awareness. 3. Establish training records. 4. Communicate more with senior management to gain their support. 5. Conduct regular inspections and strengthen assessment. 6. Issue various high-risk operation permits in accordance with regulations.
In my opinion, the main responsibility of frontline safety managers should be supervision; but if a safety violation occurs, how can they avoid getting themselves involved in it?
Strictly control all types of operations in accordance with the requirements of the \"Safety Regulations for Operations within Chemical Plant Sites\"； Conduct safety training for multiple organizations to enhance safety awareness ； Conduct more job hazard analyses, with full participation from all staff ； Establish and improve strict safety management and assessment systems ； Train safety officers within the workshop who are specifically responsible for safety matters.
