Can rubber-asbestos sheets be used as gasket materials for the sealing surfaces of the connections on liquid chlorine storage tanks? Why?
If the sealing of the asbestos is acceptable, I think it should be able to withstand liquid chlorine. But I think fluororubber could be considered for use as a gasket, rather than tetrafluoroethylene. It depends specifically on the temperature of your liquid tank.
Flexible graphite composite gaskets should be used when dealing with liquid chlorine or wet chlorine gas, as wet chlorine is corrosive to asbestos rubber sheets.

Those responsible for material design sometimes lack knowledge about new materials and rely on methods based on experiences from decades ago; this is indeed a sad aspect of this field. No matter how good the structural design or the choice of metals may be, poor attention to detail in sealing can render the entire design ineffective.
