Questions about the chilled water chain

Change the flow meter of the chilled water chain from the original three-choice two to a single meter, and then use this single meter flow rate and the accidental chilled water flow rate to add to the chain. I wonder what such a chain would be? Is it feasible? What are the pros and cons?
There is no need to make it so complicated. We have two quench water pumps running at full speed. If one of the pumps is faulty, we can cut it out and repair it before continuing to use it. The emergency quench water pipeline was not used. It doesn't feel like it makes much sense (it's easy to get clogged).
The flow meter of the quench water chain is sufficient. Generally, manufacturers use a single meter. The flow rate is lower than the lower limit value and the predetermined valve position for the emergency quench water pipe valve to open. Because the chilled water flow meter is not very accurate, this chain is often not connected.
