Liquid propylene will quickly turn into a gas after leaking; is it still necessary to have an accident liquid pond?

No, propylene is in the gas phase at normal pressure. But nitrogen or steam, which acts as a diluent for the acrylonitrile gas leak, must be present at the site
It’s not necessary; for safety reasons, systems usually have functions such as reverse pouring or high-pressure water injection, along with a spraying system, so an accident tank is unnecessary.
There’s no need for that; since we have propylene storage tanks here, there’s no accident tank required.
If there are other materials, they are still needed; acrylic alone is not required.
