Safety Regulations for Chlorine Gas GB 11984-89 6.3 Safety in the Transportation of Liquid Chlorine Cylinders 6.3.1 When loading, unloading, or moving cylinders, it is necessary to wear cylinder caps and shock-absorbing rings, and impact must be strictly avoided. 6.3.1.1 When loading and unloading steel cylinders with a capacity of 50 kg, rubber pads should be used, and they should be secured when transported on a trolley. 6.3.1.2 When loading and unloading steel cylinders with a capacity of 500 kg and 1000 kg, lifting equipment should be used; the lifting capacity must be more than twice the weight of the cylinder, and the hooks must be securely fastened. The use of forklifts for loading and unloading is strictly prohibited. 6.3.1.3 The winch mechanism of lifting equipment must be equipped with a dual-braking system, and it must be inspected before use to ensure it is functioning properly. 6.3.1.4 Sufficient lighting must be available at the work site during loading and unloading at night. 6.3.2 When transporting cylinders by motor vehicle, it is necessary to strictly follow the routes specified by the local public security and transportation authorities; parking is not allowed in densely populated areas or in locations where open flames are present. 6.3.3 A specified hazardous material warning flag shall be hung in front of the vehicle cab. 6.3.4 It is prohibited to mix items with conflicting properties in the same vehicle, as well as to allow unrelated persons to ride along. 6.3.5 The vehicle shall be braked reliably when parked, and a person shall be assigned to stay on guard. 6.3.6 During the hot season, transportation shall be carried out at the times specified by the local public security authorities. 6.3.7 The filling unit shall not dispatch the goods if the vehicle does not meet safety requirements or if the necessary documents (transport permit, driving license, escort permit, etc.) are incomplete. 6.3.8 Vehicles transporting liquid chlorine cylinders are not allowed to cross the river through tunnels. 6.3.9 When transporting cylinders by vehicle, the cylinder openings must always face to the right, in the direction of travel. 6.3.10 Cylinders with a filling capacity of 50 kg shall be transported horizontally, with a stacking height not exceeding two layers. Cylinders with a filling capacity of 500 kg and 1000 kg may only be stacked in a single layer, and must be securely fixed to prevent rolling.
