Serial number, content of revision, person who made the revision, date of revision: 1.0 Purpose – To monitor and measure key characteristics of operations and activities that may have a significant impact on the environment, so as to keep track of the company’s environmental performance in a timely manner, provide a basis for the operation of the EMS, and ensure its effectiveness. 2.0 Scope of Application This procedure is applicable to the company’s monitoring and measurement of environmental performance, relevant operational conditions, and the achievement of target indicators. 3.0 Responsibilities: 3.1 The Department of Safety and Environmental Protection is responsible for the management of air, water bodies, noise, and soil. 3.2 The responsible persons of each department are accountable for monitoring the performance of operational control and the achievement of environmental target indicators within their respective departments. 4.0 Program ； 4.1 Items to be monitored and measured 4.1.1 Environmental performance ； 4.1.2 Relevant operational controls ； 4.1.3 Implementation of environmental objectives and indicators ； 4.2 Implementation of Monitoring and Measurement 4.2.1 Environmental Performance The routine monitoring of environmental performance is carried out by internal auditors of the environmental management system in accordance with the \"Internal Audit Procedures\", and the audit results are reported to the environmental management representative. 4.2.2 Relevant operational controls: On a monthly basis, the management representative organizes the heads of various departments to conduct routine inspections of these operational controls, and the results of these inspections are compiled into an \"Environmental Inspection Report\" which is submitted to the general manager. 4.2.3 Implementation of environmental objectives and indicators a. Regular monitoring of air, water bodies, and noise is carried out by qualified environmental monitoring agencies commissioned by the Ministry of Safety and Environmental Protection; for specific implementation methods, refer to the \"Procedures for Controlling Pollution of Water Bodies, Air, Noise, and Soil\". b. The responsible department is tasked with comparing them with other relevant environmental objectives and target values, and reporting the evaluation results to the representative of the environmental management officer. 4.3 For the non-conformities identified in the monitoring activities outlined in 4.2.1 to 4.2.3 above, the relevant departments shall implement corrective and preventive actions in accordance with the requirements of the \"Control Procedure for Corrective/Preventive Actions\". 4.4 Management of measuring instruments 4.4.1 If project-specific monitoring is carried out, it must be performed by trained personnel in accordance with the relevant operation instructions; measuring instruments shall go through the borrowing procedure with the Quality Management Department as required. 4.4.2 The Quality Management Department is responsible for the management of measuring instruments. 4.5 Control of Monitoring Service Sub-suppliers 4.5.1 The person responsible for promoting environmental management is in charge of selecting the monitoring service sub-suppliers. 4.5.2 Monitoring service subcontractors shall meet the following requirements: a. independent third party; b. **legal entity; c. valid test records; d. reasonable price. 4.5.3 Where necessary, the relevant requirements or procedures shall be communicated to the monitoring service subcontractors by the management representative. 4.6 All monitoring and measurement records shall be archived and kept by the respective responsible departments. 5.0 Reference Documents 5.1 “Internal Audit Control Procedure” 5.2 “Corrective and Preventive Action Control Procedure” 5.3 “Control Procedure for Pollution Prevention in Water Bodies, Air, and Soil” 6.0 Environmental Records: 6.1 “Environmental Inspection Report” 6.2 Various monitoring reports
