Why is lining needed for thick liquid pipelines?

Experts familiar with water treatment: The reverse osmosis concentrate pipelines in the desalination plant are lined with rubber – is this to prevent corrosion? If so, what is the corrosion mechanism?
It’s definitely for corrosion prevention, as many acidic ions present in saltwater, such as chlorine, can cause significant corrosion to metal pipes over time.
A post I saw a few days ago said that lined pipes also start to leak after a few years; it’s better to choose stainless steel
