The National Environmental Protection Administration announced 10 types of projects that are not permitted to pass environmental impact assessment approval at the first International Forum on Environmental Impact Assessment held in Hainan. These ten categories of projects are: those that are explicitly prohibited, those for which construction is forbidden, and those that do not conform to industrial policies ; Projects such as steel, electrolytic aluminum, cement, calcium carbide, ferroalloys, coke, flat glass, and thermal power units of 135,000 kilowatts or less, which are included in the State Council’s plan for consolidation and rectification and do not comply with **policy regulations ; Projects that are located in areas such as drinking water source protection zones, nature reserves, scenic spots, areas with important ecological functions, and ecologically sensitive areas, and that affect the ecological environment or cause environmental pollution ; Projects that do not conform to the urban master plan or environmental protection plan ; Projects located in the core area and buffer zone of nature reserves ; Construction projects that occupy the experimental areas of nature reserves and cause damage to the local ecological environment, or those built in the areas surrounding nature reserves but that impair the environmental quality and ecological functions within those reserves ; Projects whose existing facilities fail to meet the ** and local emission standards as well as the requirements for total emission control, and which cannot achieve increased production without increased pollution through measures such as replacing old facilities with new ones or larger facilities with smaller ones ; Projects with severe environmental pollution, poor product quality, high energy consumption, high material consumption, high water consumption, and pollutants that cannot be discharged up to the specified standards ; &ExamBig & Projects where the environmental quality does not meet the requirements of the environmental function zones, and it is not possible to reduce the pollution load through alternative measures such as regional balance ; New, expanded, or modified projects of enterprises that have been ordered to carry out pollution control within a specified time frame, as well as those enterprises for which the pollution control tasks outlined in the pollution prevention and control plans for the \"two control areas\" and those for the pollution prevention and control of water in the Three Gorges Reservoir area and its upstream regions have not been completed on schedule. A relevant official from the Environmental Protection Administration also said that China’s environmental impact assessment work is currently facing three major problems. First, in some places, there is an inadequate understanding of the Scientific Outlook on Development ; Second, administration is not carried out in accordance with the law, and lax law enforcement persists despite repeated attempts to address it ; Third, the quality of environmental impact assessment work needs to be improved urgently.
As long as proper plans for pollution prevention and control are put in place, and pollution prevention is given top priority throughout the production process, I believe that with the necessary funding in place, obtaining approval should not be difficult
