Is the flue gas at the outlet of the desulfurization tower necessarily saturated?

As the title suggests, is the flue gas necessarily saturated after passing through the desulfurization tower? I think it might be related to factors such as the amount of spray liquid and the contact time; I hope everyone can discuss this!
Under the current operating conditions, the flue gas exiting the tower is definitely saturated; reducing the amount of liquid sprayed or shortening the contact time will not achieve desulfurization effects.
