If you are the owner, there is no need for the owner to provide the welding procedure specification; it should be provided by the construction party, as required by the standards.
But today is the first regular supervision meeting, and the chief supervisor requested that the client provide it.
In accordance with the requirements for welding procedure qualification, please refer to the guidelines for welding procedure qualification of pressure vessels and boilers. The construction party must carry out relevant welding procedure qualifications (such as welding tests) in line with these requirements; only through such qualifications can a welding procedure manual be obtained. The construction party is responsible for the welding process. The owner usually does not have the authority to conduct welding procedure qualifications, and therefore no welding procedure manual will be available. Typically, the construction party must submit the construction plan, drawings, welding qualification results, and procedure manuals to the local quality inspection agency’s department responsible for pressure pipelines and pressure vessels, and work can commence only after approval is given. Unless the owner requires the construction party to carry out welding in accordance with specific instructions provided by the owner, in which case the construction party still needs to conduct the appropriate welding procedure qualifications and prepare a welding procedure manual that meets those requirements. It is also possible that the construction party lacks the capability to conduct such qualifications, yet it has been chosen by the owner. Welding procedure qualification and procedure sheets are provided by units qualified for welding, while the welding is carried out by qualified welders. Generally, water supply and drainage systems are not pressure pipelines. Before welding work begins, the supervisor should require the construction party to provide welding procedure qualifications as well as welding operation instructions for review by the supervisor and the owner. Without welding procedure qualifications and operation instructions that have passed the review, the construction party shall not carry out welding work. The owner has every right to demand that the supervisor ask the construction party for such qualifications and instructions.
