The General Administration of Quality Supervision, Inspection and Quarantine issued Announcement No. 9 of 2009 on January 23, 2009 – “Announcement on Carrying Out Investigations into Cases of Industrial Product Production Without Proper Licenses”. This announcement stated that, in accordance with the relevant provisions of the Regulations on the Administration of Industrial Product Production Licenses of the People’s Republic of China, it was now possible to conduct investigations into cases of coating production carried out without proper licenses. As of the date of issuance of this announcement, enterprises that do not hold a production license for the following paint-related products are not permitted to manufacture such products ； Sales units shall not sell products without a production license; those who violate this rule will be dealt with in accordance with relevant laws and regulations. Enterprises that have newly started production or shifted to manufacturing the following coating products shall promptly apply for a production license from the quality and technical supervision bureau of the province, autonomous region, or municipality directly under the Central Government where they are located.
