All other types of air pollutant emissions shall be regulated in accordance with these standards. 1.2.2 For industry-specific **air pollutant emission standards issued after the implementation of this standard, the sources of pollution specified in their scope of application shall no longer be subject to this standard. 1.2.3 This standard applies to the management of air pollutant emissions from existing pollution sources, as well as to the environmental impact assessment, design of construction projects, the acceptance inspection of environmental protection facilities, and the management of air pollutant emissions after these facilities come online.

Another point is that during the environmental impact assessment, there is usually a requirement regarding the total amount of emissions – namely, how many tons can be emitted in a year.
