Safety in chemical processing areas

1. Study earnestly*, implement ** and the relevant policies, laws, and directives regarding labor protection issued by higher authorities; firmly uphold the principle of putting safety first and focusing on prevention to ensure safe production. 2. Companies, workshops, and departments must establish and improve various safety production management systems, safety technical (operational) procedures, operating methods, and relevant safety regulations, and implement them earnestly to ensure there are clear guidelines to follow. 3. Establish and improve safety agencies at all levels, and earnestly fulfill their responsibilities. The company’s safety committee must hold regular meetings to review the status of safety in production and discuss major issues related to safety within the company. 4. Everyone is responsible for safe production; it is necessary to fulfill one’s duties and those of one’s department in accordance with the provisions of the \"Safety Production Responsibility System.\" The company’s general manager and all middle-level managers are accountable for the safety production of the entire company as well as their own departments. Employees should actively participate in various safety activities. 5. New employees must undergo three levels of training. Employees who are transferred within the company or to different workshops/departments must go through levels two and three of training as well; only after passing the examinations and signing a mentorship agreement can they start working. 6. Employees who pass the three-level examinations must undergo an apprenticeship period; only after passing the operational and safety technology tests at the end of this period can they work independently. 7. Special operation personnel must work with valid certificates and strictly adhere to the safety operating procedures for their specific job. 8. Employees must comply with the company’s code of conduct for employees and the “5S” standards for safe work environments. 9. It is necessary to wear protective equipment properly as required by the job in order to carry out the work ； Managers from various departments must wear protective equipment such as work uniforms when going to the production site. 10. Toxic workstations must be equipped with the necessary protective equipment, which should be kept in good working condition. 11. Positions at risk of fire must be equipped with sufficient firefighting equipment and facilities, which must be kept in good working condition. 12. It is necessary to strengthen the management of protective and fire-fighting equipment and facilities, while educating employees on their proper use. 13. Strengthen the management of open flames and strictly enforce the regulations regarding hot work. Flames and fireworks are prohibited within the company, and smoking is strictly forbidden. 14. Explosion-proof areas must implement comprehensive explosion-proof measures. Explosion-proof electrical equipment and devices must comply with **relevant explosion-proof safety regulations** in terms of selection, installation, use, maintenance, and other aspects. 15. In fireproof and explosion-proof areas, appropriate measures must be taken to prevent the accumulation of static electricity and the generation of static sparks. 16. In production areas with dust and toxic substances, measures to prevent dust and toxins must be taken; corresponding effective measures must also be implemented for other occupational hazards such as noise, and the maintenance of facilities must be strengthened. 17. Before starting infrastructure construction or any building work, a construction permit must be obtained; work can only commence upon approval by the relevant authorities. 18. A safety maintenance plan must be prepared during maintenance work, and it can only be implemented after approval by the workshop and relevant departments. Maintenance work shall not begin unless the safety measures are in place. 19. Scaffolds and ladders that are not secure, lack protective railings, failure to wear safety belts – working at heights is prohibited. 20. It is prohibited to work on asbestos shingles without securing a scaffold properly. 21. Safety helmets must be worn during cross-task operations. 22. Equipment without complete safety devices must not be used under any circumstances. 23. Equipment that has been shut down for maintenance must not be started until it has been thoroughly inspected. 24. Do not use equipment or tools that are not under your responsibility. 25. It is prohibited to use flammable liquids with high volatility such as gasoline to clean equipment, tools, and clothing. 26. Drinking is prohibited before and during shifts. 27. Motor vehicles without fire arrestors are prohibited from driving in the no-fire zone. 28. Children are not allowed in the production area. 29. Sleeping, engaging in personal tasks, leaving one’s post, or doing anything unrelated to production is not allowed during working hours. 30. Female workers in production positions are not allowed to wear long hair hanging over their shoulders. 31. Fire extinguishers must be placed where the person in charge of overseeing welding work can access them at any time. 32. To enter containers and equipment, the “eight musts” must be followed: 32.1. It is necessary to apply for permits and obtain approval ； 32.2. Safety isolation must be implemented ； 32.3. The power supply must be disconnected, and safety lighting must be used ； 32.4. Displacement and ventilation must be carried out ； 32.5. Safety analysis must be conducted on time ； 32.6. Required protective equipment must be worn ； 32.7. Someone must be stationed outside the container to monitor and stay at their post ； 32.8. Emergency backup measures must be in place. 33. Operators must adhere to six strict requirements: 33.1. Strictly implement the shift handover system ； 33.2. Conduct thorough routine inspections ； 33.3. Strictly control process parameters ； 33.4. Strictly follow the operation ticket ； 33.5. Strictly abide by labor discipline ； 33.6. Strictly enforce safety regulations. 34. Buildings, structures, equipment, and pipelines shall not be used as anchor points for lifting operations. 35. Personnel operating elevators and other lifting machinery must pass training examinations and obtain a safety operation certificate for special types of work issued by the municipal labor department. 36. Six prohibitions must be observed when performing hot work: 36.1. Hot work is prohibited without an approved permit ； 36.2. Work involving open flames is prohibited if reliable isolation from the production system cannot be ensured ； 36.3. If cleaning and replacement are not satisfactory, welding is prohibited ； 36.4. Firework use is prohibited without removing surrounding flammable materials ； 36.5. Hot work is prohibited if the hot work analysis is not carried out on time ； 36.6. Welding is prohibited in the absence of fire protection measures. 37. When driving a motor vehicle, seven prohibitions must be observed: 37.1. Driving without a license or permission is strictly prohibited ； 37.2. Driving under the influence is strictly prohibited ； 37.3. Speeding and driving with the gear in neutral are strictly prohibited ； 37.4. Driving with illness is strictly prohibited ； 37.5. It is strictly prohibited to transport passengers and goods together in a vehicle ； 37.6. Overloading the vehicle is strictly prohibited ； 37.7. Vehicles without flame arrestors are strictly prohibited from entering fire-prohibited areas. 38. For new construction, renovation, expansion projects, as well as technical improvement projects, it is necessary to ensure the principle of \"three simultaneities\"” ； Production is only permitted after departments such as the Security Department, Technology Department, and Production Department have passed the completion inspection. 39. Roads within the company must remain unobstructed. If construction temporarily affects traffic and it is necessary to close a road for work, permission from the Security Department is required, and a red light indicating no passage must be installed. 40. Safety signs and traffic signs must be installed within the company. 41. Outsiders must comply with all the safety management regulations of our company. 42. Visitors from outside must receive safety training and must be guided on the tour by our company’s staff. Temporary workers and personnel from external units must receive three levels of safety training and pass the examinations before they are allowed to take up their posts.
