In accordance with the Environmental Impact Assessment Law of the People’s Republic of China and the Provisions on the Hierarchical Approval of Environmental Impact Assessment Documents for Construction Projects (Order No. 5 of the Ministry of Environmental Protection), the List of Construction Projects for Which the Ministry of Environmental Protection Directly Approves Environmental Impact Assessment Documents (2009 version) (see Annex 1) and the List of Construction Projects for Which the Ministry of Environmental Protection Entrusts Provincial Environmental Protection Departments to Approve Environmental Impact Assessment Documents (2009 version) (see Annex 2) are hereby announced. Project categories, project names, investment scale or construction scale. I. Energy and power: Pumped storage power stations ； Coal-fired thermal power plants equipped with back-pressure units, as well as wind power plant projects with a total installed capacity of 50,000 kilowatts or more. Power grid projects: 330 kV and 500 kV AC projects that do not span provinces (regions, municipalities). Coal: **Develop coal mining projects within the planned mining area with an annual output of less than 1.5 million tons.** Oil: **Crude oil storage facilities. Natural gas: facilities for the reception, storage, and transportation of imported liquefied natural gas. II. Transportation and highways: Highway projects for the development of the western region ； Independent road bridge and tunnel projects that cross borders or major rivers (in their navigable sections). Water transport: Inland waterway transportation projects involving waterways with a capacity of over 1,000 tons. Civil aviation: Airport expansion projects with a total investment of 1 billion yuan or more. III. Information industry telecommunications: domestic trunk transmission networks (including radio and television networks), international telecommunication transmission circuits, international gateway stations, international communication facilities for dedicated telecommunication networks, and other telecommunication infrastructure projects related to information security. Postal services: International gateway stations and other postal infrastructure projects related to information security. Manufacture of electronic information products: production projects such as satellite TV receivers and their key components. IV. Metallurgy, Non-ferrous Metals, and Steel: Steel rolling projects. V. Chemicals, petrochemicals, and fertilizers: Projects with an annual production capacity of 500,000 tons or more of potash fertilizers. Chemicals: Projects with PTA and PX capacity exceeding 100,000 tons per year. VI. Mechanical vehicles: Projects that require **approval**, other than the construction of new complete vehicles. Ships: Production project for medium and low-speed diesel engines for civilian ships. Others: Manufacturing projects for urban rail transit vehicles, signaling systems, and traction drive control systems. VII. Light industry and textiles: Polyester production projects with a daily output of 300 tons or more. Tobacco: Cellulose diacetate for tobacco use and tow project. Salt production: All (except those with self-provided thermal power). VIII. Urban bridge and tunnel projects for urban construction that cross large rivers (navigable sections). IX. University towns for social sciences, medical cities, and other park-based development projects. Construction projects involving biosafety level 3 and 4 laboratories. F1 racetrack project. X. Financial projects related to banknote printing, coin minting, and banknote paper. XI. Foreign-invested projects that fall under the \"Guidance Catalogue for Foreign Investment Industries\", other than those listed in items (1) to (10) of the \"Catalogue of Construction Projects for Which Environmental Impact Assessment Documents Are to Be Approved Directly by the Ministry of Environmental Protection (2009 Edition)\", and whose total investment (including capital increases) is 100 million US dollars or more; such projects are classified as those that are encouraged or permitted for investment. Note: For the items in this appendix that do not specify new construction, expansion, or technical renovation, all of these options are included.
