How to understand and implement the "Provisions on Safety Management and Supervision of Pressure Pipelines" - issued by the Ministry of Labor in 1996 and the "Interim Regulations on Safety Supervision and Management of Oil and Gas Pipelines" -* * The Economic and Trade Commission issued it in 2000. Which one of them is the most authoritative, or are there any overlaps?
The "Pressure Pipeline Safety Management and Supervision Regulations" are applicable to all industries that design pipelines, while the Interim Regulations on Oil and Gas Pipeline Safety Supervision and Management are aimed at the petrochemical and natural gas industry, and their scope is different.
But the former refers to pressure pipelines, not all pipelines, and the latter may include non-pressure pipelines. If we are an oil refinery, which standard should we refer to for the pipeline management of the equipment?
Both are issues of departmental standards with no authoritative authority. They just have different management departments and scopes. The overlapping parts should be subject to the one with stricter requirements.
