　Chapter 2 Inspections and Handling 　　　Article 6 The ship safety inspectors of the Maritime Administration of the People’s Republic of China (hereinafter referred to as inspectors) shall, in accordance with relevant laws, regulations, rules of our country, as well as ship inspection technical rules and standards, inspect whether the technical equipment, crewing, and safety management systems of small ships meet the relevant requirements. 　　 　　Article 7 Safety inspections of small vessels shall be conducted while the vessels are berthed or at work; safety inspections shall not be carried out on vessels that are in operation, unless otherwise provided by laws, regulations, and rules. 　　 　　Article 8 The contents of the safety inspection for small vessels mainly include: (1) Vessel certificates and relevant documents and materials ； 　　 　　(II) Crew certificates and their provisions ； 　　 　　(III) Life-saving equipment ； 　　 　　(IV) Fire-fighting equipment ； 　　 　　(5) General safety facilities and emergency safety equipment ； 　　 　　(VI) Navigation equipment ； 　　 　　( VII ) Load line requirements ； 　　 　　(8) Mooring facilities ； 　　 　　(IX) Radio equipment ； 　　 　　(10) Promotion and auxiliary machinery ； 　　 　　(11) Pollution prevention equipment ； 　　 　　(12) The crew’s practical operational skills regarding the facilities and equipment related to their job responsibilities ； 　　 　　(13) Ship safety management system. 　　 　　Article 9: When conducting ship safety inspections, inspectors shall present their ship safety inspector credentials to the ship’s owner. The ship’s owner shall present the relevant documents as proof, report the ship’s safety condition truthfully, adjust and operate the relevant equipment as requested by the inspectors, and answer related questions. 　　 　　Article 10: After the safety inspection, the inspector shall record the time and location of the inspection in the \"Small Vessel Safety Inspection Record Book\", issue a \"Small Vessel Safety Inspection Notice\" (hereinafter referred to as the \"Notice\"), indicate the defects found during the inspection along with suggestions for handling them, sign it, and affix the special seal for vessel safety inspections. The “Notice” is made in three copies: one is kept in the “Logbook”, one is delivered by the captain to the shipowner or operator, and one is retained by the maritime authorities for record-keeping. 　　 　　Article 11 Inspectors shall apply their sound professional knowledge to assess the defects present on the ship, and formulate recommendations for addressing those defects in accordance with the guidelines for dealing with such defects, in order to avoid unnecessary delays for the ship. If the inspectors believe that the defects present on the vessel are related to vessel inspection, they shall notify the vessel inspection authority of those defects. If serious defects are found in a vessel in a township during an inspection, the situation regarding those defects must be reported to the township **. 　　 　　Article 12 The vessel must rectify the existing defects in accordance with the requirements of the Notice and apply for a re-inspection. 　　 　　Article 13: If the defects existing on a ship pose a threat to the safety of the ship, its crew, passengers, and waterway traffic, or may cause severe pollution of the waters, then, after following the relevant procedures for approval, the maritime authority conducting the inspection shall issue a \"Notice Prohibiting Departure,\" thereby prohibiting the ship from leaving port. After correcting the defects, a ship whose departure has been prohibited may, upon passing another inspection by the maritime authority that conducted the initial inspection, and with the approval of the authority that originally ordered the prohibition on departure, be issued a Notice of Lift of Prohibition on Departure. 　　 　　Article 14 Ships that have passed a safety inspection by a maritime authority are generally not inspected again within six months. However, the following vessels are not subject to the above restrictions: (1) passenger (ferry) ships and oil tankers, liquefied gas carriers, and bulk chemical carriers ； 　　 　　(II) In the event of a water traffic accident ； 　　 　　(III) The vessel reported to be in a condition below standard ； 　　 　　(IV) Vessels designated by the Maritime Safety Administration of the People’s Republic of China, its directly affiliated maritime safety bureaus, or provincial maritime safety bureaus as requiring inspection.
