For small-diameter heads, there should be no problem as long as they are reinforced internally with support rings. There seems to be no better method for large-diameter thin-walled heads, especially stainless steel heads.

Carbon steel is normalized, stainless steel is solid solutioned, alloy steel is normalized and tempered, and aluminum is annealed. The state of 15CrMoR steel plate is normalizing + tempering. When the hot forming or hot processing process of the head cannot replace the normalizing treatment, it is allowed to be cooled from the hot forming temperature to 260°C and then heated to the normalizing temperature for normalizing treatment.
Haha, the poster may have misunderstood quenching as normalizing. The hardness of the quenched material increases, but the plasticity and toughness decrease. Pressure vessel materials require good strength and toughness.
