I think it means "during...", but during is used more often
over the duration means "over the entire time period"； The original meaning of "over" here is "from beginning to end". Different from during..., it means during. ． ． Within a time period (maybe a period or part of it). for example: I learn english during my college life. It cannot be said that I spent all my time in college learning English.
It should be, "during...”
