Regarding the year issue of standard numbers

When preparing the comprehensive material table, there is a problem: for each type of material and fitting, it is necessary to indicate the standard number referenced. The year associated with that standard number should be the version that is current at the time of reference. But if a new standard was issued in 2008 and came into effect in April 2009, should one not use the year of the newer version, but rather the earlier year instead? Or can I just write the standard number without the year? I hope those who understand can explain it, O(∩_∩)O~
It is possible to omit the version number and write only the standard number. This means that the automatic version being used is the latest edition of the standard.
There should be two options: one is to write the previous era names, while the other is to use only the standard codes
