Fuel cell engine and fuel cell stack

I would like to ask you a question. I know that an independent fuel cell stack cannot be used in automobiles. It must be combined with a fuel supply system, oxidant supply system, water, thermal management system, etc. to form a fuel cell engine to work properly. On the websites of some companies, I saw that some develop fuel cell stacks and some develop systems. Does that mean that developing fuel power systems means developing both battery stacks and various matching systems?
Why has no one replied? Can you please give me some advice?
The battery and engine can be separated! Just use the fuel cell as a battery! The key is system design and cost!
Same as the explanation above, I am now facing the problem of system design. I am totally confused and don’t know where to start.
