Selection of valve opening degree and Cv value

Everyone, I am currently calculating for the safety valve. In one of the operating conditions, the control valve fails to function properly. From the data provided by the manufacturer, at a maximum flow rate of 30 kg/hr, the valve opening degree is 79%, with a Cv value of 0.556. I don’t know how to calculate the Cv value when the control valve is malfunctioning and is in its fully open position Because only by knowing the Cv value when the valve is fully open can I calculate the flow rate; please advise! ! ! Thank you
Cv is the valve size coefficient, which is a constant for each type of valve and does not change with the valve opening degree.
Since at a maximum flow rate of 30 kg/hr the valve opening degree has already reached 79%, the Cv value is 0.556; therefore, even when the valve is fully open, the Cv value and flow rate will not differ significantly from 80%
