Are packing or plate types generally used in water saturation towers?

Now I need to build a water-saturation tower; I’m not sure whether packing or plate-type elements are generally used. I’ve seen grids with packing as well as plate-type systems. I’m not sure which one is more economical
My opinion: Packed towers are more efficient; tray towers are not cost-effective.
It’s clear what’s done upstairs. ;P But I also recommend using a packed tower.
