Questions regarding the absence of separation tanks and water seal tanks in the flare system

There is a project involving a low-pressure, low-capacity flare (with a capacity of about 3 tons per hour), which is located on a hill (at an altitude of approximately 12 meters above the ground level of the plant area). The chief engineer said he had seen relevant specifications somewhere (the gist being that for low-pressure, low-capacity flares, no separation tank or water seal tank is required). Therefore, it seems unnecessary to install such tanks. I would like to ask everyone whether this approach is appropriate; if there indeed is a specification stating this, could you please provide the specification number? Thank you!
I think we still need to add a separation tank
The client doesn’t want to set it up now, and there’s also a set on site that hasn’t been set up either; I need standardized support right away!
