About overhauling gas blowers

Our factory is going to open the big cover of the blower to inspect the impeller, but the inlet and outlet electric butterfly valves are not closed tightly. I would like to ask you for help. Is there any good way to remove the blind plate?
Adding inlet and outlet water seals, generally the design height of the inlet and outlet water seals should be taken into consideration. If the outlet main pipe pressure is too high and the water seal height is not enough, you can adjust the pressure of the fan outlet main pipe to reduce the pressure to a safe pressure that the water seal can withstand, then add a blind plate to the outlet valve and then add the pressure back.
