Should a shut-off valve be added in front of it?
Generally, it’s not possible; its design is not intended for cutting off flow. Moreover, the leakage level of regular control valves is typically grade IV, while cut-off valves usually have a leakage level of at least grade V.

Adding a three-way solenoid valve will do. Connected in series to the instrument air supply, controlled by an electrical signal for power on/off.
In normal design, programmable valves are not allowed to be used as shut-off valves, as the sealing requirements for shut-off purposes differ between programmable valves and manual valves. Furthermore, the switching of programmable valves relies on pneumatic components, and whether a reliable cut-off can be achieved depends on the accuracy of the control components. Manual valves rely on human intervention to ensure that the cut-off is properly made.
Check the sealing rating of your control valve, as well as its opening and closing time. A sealing performance of level 5 is sufficient; a straight-stroke control valve can be used as a shut-off valve, which results in a shorter opening and closing time, but at a higher cost.
Control valves can also be used for shutting off, but the valve stem and seat need to be ground to meet the requirements for sealing performance; moreover, control valves generally can only provide one-way sealing.
