Level II response is activated in the following situations: fire accidents, explosion incidents, or leaks of flammable, explosive, or toxic substances that occur during the production, handling, storage, transportation, use, and disposal of hazardous chemicals, and which pose a threat to the lives and property of communities and residents in the vicinity; such incidents result in or may result in 10–29 deaths, 50–100 people being poisoned, direct economic losses of 50–100 million yuan, or significant social impacts. Level III response is initiated in the following situations: fire accidents, explosion incidents, or leaks of flammable, explosive, or toxic substances that occur during the production, handling, storage, transportation, use of chemicals, or the disposal of hazardous waste, and which pose a threat to the lives and property of communities and residents in the surrounding area; such incidents may result in 3 to 9 deaths, 30 to 50 cases of poisoning, significant direct economic losses, or considerable social impact. Level IV response is initiated in the following situations: fire accidents, explosion incidents, or leaks of flammable, explosive, or toxic substances that occur during the production, handling, storage, transportation, use of chemicals, or the disposal of hazardous waste, and which pose a threat to the lives and property of communities and residents in the vicinity; such incidents result in, or may result in, 3 or fewer deaths, 30 or fewer cases of poisoning, or some degree of social impact. Steps: In my opinion, the first thing to do is to act in accordance with the emergency response plan for that specific role – that includes calling the police, carrying out emergency evacuations, providing first aid on site, and dealing with leaks and spills.
