Issues with the 9 major oil refining bases

Recently, the Energy Bureau announced that 9 major oil refining complexes will be built along the coast. Some are under construction, and others are planned to be built; I wonder if this news will have a stimulating effect on our economy? How can we explain the current shutdowns and reduced production at some refineries?
Previously, CNPC and Sinopec each had their own plans regarding oil refining; although Sinopec emerged as the winner this time, where could it get all that crude oil from? It feels like **they’re using a flag to disguise their true intentions, trying to force things to develop too quickly**
