What’s your opinion on someone not fulfilling their duties despite being in that position?

Everything that exists has a reason for existing. The highest level of management is governance through non-interference.

Indeed, there are many people these days who fail to fulfill their duties, resulting in a waste of social resources. Why do such problems occur? First, it is due to imperfect systems, chaotic management, and inadequate supervision. Secondly, rule by man prevails over the rule of law and over managing enterprises through systems; there is favoritism based on personal relationships and factional struggles. Third, there are too many agencies, and the responsibilities of various departments are not clearly defined; for the same task or issue, multiple departments get involved, but none takes ownership of it. Fourth, there are too many leaders within a given unit: one chief and several deputies, each of whom is trying to cultivate their own allies. Fifth, the background is too complex; it’s necessary even if one doesn’t want it.

The highest level of management is governing by doing nothing. Right, then what’s there to discuss?

If I, in that position, failed to fulfill my duties, I would feel guilty…

This matter cannot be viewed in a one-sided manner; it is impossible to have people who simply do not care about their responsibilities. Such people would be unable to succeed anywhere. It’s just that state-owned enterprises have more leaders who are good at talking but poor at actual work; this is the tragedy of state-owned enterprises, and a paradise for **. In my opinion, in China, what matters most are relationships; secondly, verbal skills; and thirdly, professional competence. It’s not a problem if one does not get involved in day-to-day governance or does not understand politics. A good leader only needs to build a strong team of capable people who are willing to work for them. All that is required is to create a favorable environment and provide good conditions for these capable individuals – so what’s the harm in not getting involved in daily governance?

Each case must be analyzed on its own; those who lack the ability won’t be able to succeed in the long term.
