How can surface meteorological data and upper-air meteorological observation data specified in HJ 2.2-2008, which will come into effect on April 1, 2009, be utilized in prediction models? In fact, the previous 1993 guidelines also included provisions for collecting upper-air meteorological data, but it seems I have never used them. Could anyone please explain this?

The previous upper-air meteorological data were not those provided by meteorological agencies; these agencies release balloons at a rate of 100 meters per second, allowing for the measurement of higher altitudes. In the past, environmental impact assessments generally relied on data from the atmospheric boundary layer up to 1500 meters in height.
