What safety accessories should such low-pressure storage tanks have?

In GB50183, storage tanks are classified into atmospheric pressure tanks, low-pressure tanks, and pressure tanks; the latter are further divided into low-pressure, medium-pressure, high-pressure, and ultra-high-pressure tanks depending on the pressure level. The low pressure here is clearly different from the concept of the previous low-pressure storage tank. My question is: flame arresters need to be installed on atmospheric pressure storage tanks, while they are not necessary for pressure storage tanks. So, how should safety accessories be installed on low-pressure storage tanks that are neither pressure nor atmospheric pressure tanks? I would appreciate your advice. Thanks.
Safety devices such as safety valves should be installed.
If it is a pressure vessel, a safety valve should be installed. The problem is that it does not belong to pressure vessels. It is a storage tank that lies between normal pressure and pressure vessels.
If the system is under pressure, a pressure relief valve should be installed; if there is no pressure and it is not classified as a pressure vessel, then no safety accessories are required.
