Steaming of synthesis tower

Our synthesis tower is a steam-rising type. The water flows through the tube side and the catalyst is installed in the shell side. When we are doing the preparation work, how do we cook the synthesis tower? Do we need to cook both the tube side and the shell side? Thanks!
