Procurement procedures for equipment for a 300,000 tons/year tar processing project: The equipment can be procured through the following methods: 1. Open bidding: The bidding leadership team publishes bidding notices publicly through newspapers, the internet, etc., and all legal entities that meet the bidding requirements may submit bids. 2. Invited bidding: The bidding leadership team sends out bidding invitations directly to businesses that have the capability to supply or manufacture the equipment, with no fewer than three companies being invited to submit bids. 3. Competitive negotiation (bidding through discussion): A procurement method in which the tendering leadership team directly invites three or more suppliers to negotiate regarding the procurement matters. The equipment bidding process can be divided into the following steps: First, the department in charge of equipment should classify the equipment based on the actual conditions of the project’s equipment; for example, it can be categorized into bids for moving equipment, stationary equipment, and general-purpose equipment. 1. Moving equipment includes: chemical process pumps, air compressors, and centrifuges. 2. Static equipment includes: tower equipment, heat exchanger equipment, reactors, and various storage tank types of equipment. 3. General equipment includes: various valve types and other such devices. II. Preparation of tender documents: Different types of tender documents can be prepared based on the classification of equipment. Within tender documents for the same category, different bid sections can be established based on factors such as equipment specifications, parameters, material, and medium; the following serves as a reference: 1. Pump equipment: Centrifugal chemical process pumps are assigned to Bid Section A ; Tar pumps and asphalt pumps (gear pumps, screw pumps) are assigned to Bid Section B ; Submersible pumps are assigned to Section C ; Industrial water pumps (including sewage pumps) are assigned to Section D. 2. Tower equipment: The primary and rectification towers for industrial naphthalene are assigned to Section A ; The tar distillation tower and the first and second stage evaporators are assigned to Section B ; The washing and decomposition tower as well as the flue gas purification tower are assigned to Section C. 3. Tubular furnace equipment: The tar distillation tubular furnace is assigned to Section A ; The tube furnaces for the primary and rectification columns of industrial naphthalene are assigned to Section B. 4. Heat exchanger equipment: Based on equipment specifications, those with a diameter of DN800 or less are classified as Section A ; Those above DN800 can be designated as Section B. 5. Storage tank-type equipment: Stainless steel storage tanks or tanks (equipment with a diameter of DN2000 or less that is not fabricated and installed on-site) are assigned to Bid Section A ; The storage tanks in the intermediate tank areas of each work section are assigned to Section B; the storage tanks in the finished product storage area are assigned to Section C ; The storage tanks in the raw material storage area are assigned to Section D. (Note: B, C, and D sections involve on-site fabrication; valve equipment: process gate valves are assigned to Section A) ; The process ball valve is assigned to Section B ; The process butterfly valve is assigned to Section C. 7. Mechanical conveying equipment (such as asphalt cooling flat belt conveyors) can have separate tender documents. 8. A separate tender document can be prepared for the 20t/h boiler. 9. A separate tender document can be prepared for the air compressor. 10. A separate tender document can be prepared for the tar dewatering super centrifuge. 11. Electrical section: Equipment items (such as transformers, distribution cabinets, etc.) are assigned to Bid Section A ; High-voltage and low-voltage cables are assigned to Sections B and C separately ; The control cable is assigned to Section D. 12. Separate tender documents can be prepared for on-site instruments (without dividing them into lots). 13. A separate tender document can be prepared for the DCS control system. III. Establish a project bidding leadership team and designate the bid evaluation committee. The bid evaluation committee is generally composed of an odd number of members, five or more (including members of the leadership team, members from the project entity, and 1–3 relevant experts; among these, members from the project entity shall not account for more than one-third of the total number of members). The entire bidding process is supervised by an observer assigned by the Inspection and Audit Department. Team composition: General manager, project leader, chief engineer of the project, equipment manager, finance staff, procurement staff, supervision staff, supervisors of departments such as process technology, and relevant technical personnel. IV. The department in charge of the equipment submits the bidding documents to the bidding panel. The submitted materials are: 1. Classification inspection report of equipment manufacturers ; 2. Introduction to the equipment manufacturer and its performance record ; 3. Equipment manufacturer classification information ; 4. List of equipment for bidding ; 5. Equipment tender documents ; 6. Submit the self-estimated price lists for each device along with the supporting details when necessary. V. The bidding team and the equipment manufacturers conduct a preliminary bid evaluation based on classification. The bidding team submits comprehensive written recommendations to refine the bidding plan, outlines the guiding principles for the bidding process, determines the bidding timeline, and identifies the qualified equipment manufacturers. VI. Issue the tender documents and relevant technical materials through the tendering process. Answer the questions raised by bidders regarding the tender documents. VII. Submit bids at the specified time and place, and go through the procedures for paying the bid deposit and bid submission fees. VIII. Public bid opening: Members of the bidding steering committee announce the bidding procedures and evaluation criteria at the bidding meeting, while each bidder presents information regarding their bid (including the company’s qualifications, total bid price, commitments regarding after-sales service and delivery times, etc.). IX. The bidding panel shall negotiate and determine the list of manufacturers of the winning equipment, which will then be made public. 1. The tendering leadership team examines the qualifications of the bidding entities as well as their bid documents. Those whose qualifications do not meet the requirements or whose documents are incomplete will have their bids rejected ; Those that do not respond to the tenderer in accordance with the requirements of the tender documents will be deemed disqualified. 2. First round of bid evaluation: Through the comparison, consultation, and assessment of the bids, the bid evaluation committee votes to determine 2–3 manufacturers to proceed to the second round of bidding, and notifies them to prepare such bids. 3. Second round of bidding, evaluation, and selection: The evaluation committee, based on the bids submitted in the second round, selects the recommended winning bidder through comparison, consultation, evaluation, and voting. 4. Issue the winning bid notice. X. A equipment purchase and sale contract is signed with the manufacturer of the winning bid equipment, along with a technical agreement, thereby concluding the entire bidding process.
