Can the basis for formulating equipment inspection standards be based on equipment integrity standards?
The poster didn't seem to explain it clearly. My understanding is, are your inspection standards based on specific data? There are relevant manuals that can be found or calculated, and there is also experience.
The landlord needs to formulate a basis for inspection
