The registration certificate and practice seal are the practice certificates of the survey and design registered oil and gas engineer within the validity period, and shall be kept and used by the survey and design registered oil and gas engineer himself. 　　 　　Article 17 Initial registrants may apply for registration within 3 years from the date of obtaining the qualification certificate. Those who have not applied within the time limit must meet the continuing education requirements of these regulations when applying for initial registration. 　　 　　Initial registration requires the submission of the following materials: 　　 　　(1) "Registration Application Form for Petroleum and Natural Gas Engineers Registered in Survey and Design of the People's Republic of China" ； 　　(2) "Qualification Certificate of the People's Republic of China for Survey and Design Registered Petroleum and Natural Gas Engineer" ； 　　(3) Labor or employment contract signed with the employing unit ； 　　(4) Continuing education certification materials for those who have overdue registration applications. 　　 　　Article 18 If the registration validity period expires and it is necessary to continue practicing, the applicant shall apply for renewal of registration in accordance with the procedures stipulated in Article 13 of these regulations within 30 working days before expiration. The approval authority shall make a decision to approve the renewal of registration within the prescribed time limit based on the applicant's application. ； If no decision is made within the time limit, the extension will be deemed to be approved. 　　 　　To renew your registration, you need to submit the following materials:: 　　 　　(1) "Application Form for Renewal of Registration as a Survey and Design Registered Oil and Gas Engineer of the People's Republic of China" ； 　　(2) Labor or employment contract signed with the employing unit ； 　　(3) Proof of meeting the continuing education requirements during the registration period. 　　 　　Article 19 If a registered oil and gas engineer in survey, design and practice changes his or her practice unit within the validity period of registration, he shall terminate the labor or employment relationship with the original employing unit and go through the registration change procedures in accordance with the procedures stipulated in Article 13 of these regulations. After the registration is changed, its registration certificate and practice seal will continue to be valid within the validity period of the original registration. 　　 　　To change registration, you need to submit the following materials: 　　 　　(1) "Application Form for Change of Registration for Survey and Design Registered Oil and Gas Engineers of the People's Republic of China" ； 　　(2) Labor or employment contract signed with the new employer ； 　　(3) Certificate of job transfer or certificate of termination of labor or employment relationship with the original employing unit, and retirement certificate of retirees. 　　 　　Article 20 If a registered petroleum and natural gas engineer in survey and design falls into any of the following circumstances, his registration certificate and practice seal will become invalid.: 　　 　　(1) The employing unit goes bankrupt ； 　　(2) The employing unit has its business license revoked ； 　　(3) The employing unit has its engineering survey and design qualification certificate revoked ； 　　(4) Terminating the labor or employment relationship with the employing unit ； 　　(5) The registration validity period has expired and the registration has not been renewed ； 　　(6) Incapacitated, dead or declared missing ； 　　(7) Other circumstances in which registration becomes invalid. 　　 　　Article 21 If a survey and design registered petroleum and natural gas engineer has any of the following circumstances, the survey and design registered petroleum and natural gas engineer himself and the employing unit shall promptly report to the people of the local province, autonomous region or municipality directly under the Central Government: * * The construction administrative department submits an application, and after review and approval by the Ministry of Construction, the cancellation procedures are completed and the registration certificate and practice seal are recovered. 　　 　　(1) Those who do not have full capacity for civil conduct ； 　　(2) Application for cancellation of registration ； 　　(3) Under the circumstances listed in Article 20 of these regulations ； 　　(4) Obtaining registration without meeting the prescribed conditions ； 　　(5) Registration revoked according to law ； 　　(6) Subject to criminal punishment ； 　　(7) Other circumstances under which registration should be cancelled. 　　 　　Article 22 If a registration applicant has any of the following circumstances, registration will not be granted: 　　 　　(1) Those who do not have full capacity for civil conduct ； 　　(2) Criminal punishment has not yet been completed ； 　　(3) Anyone who has been criminally punished for engaging in construction project survey, design or related business, and it has been less than 2 years from the date of completion of the criminal punishment to the date of application for registration. ； 　　(4) Other circumstances in which registration is not allowed under laws and regulations. 　　 　　Article 23 If a person who has been deregistered or disapproved of registration meets the initial registration conditions again and meets the continuing education requirements of these regulations, he or she may apply for registration according to the procedures stipulated in Article 13 of these regulations. 　　 　　Article 24 The registration approval agency shall promptly announce to the public the relevant information on registration. If the parties have objections to the cancellation of registration or refusal to register, they may apply for administrative reconsideration or initiate administrative litigation in accordance with the law.
