Selection of storage tank materials for low-temperature areas

I currently have a project under consideration for construction in Inner Mongolia, where the lowest annual temperature can reach -28°C. I’m unsure about the appropriate material choice for certain storage tanks operating at normal pressure; for example, in the case of storage tanks for concentrated sulfuric acid, is it sufficient to use Q235 material along with insulation to prevent freezing? Do the foundations of such equipment also need to be treated to prevent freezing? If low-temperature treatment is applied to all cases and 16MnDR is used, the equipment investment will be too high. Is there anyone with experience who can explain how this is handled?
Whether to use low-temperature steel depends on the wall temperature of the container, not the ambient temperature.
Use Q345R (16MnR) instead. The lowest temperature is not the average temperature.
