Does anyone know which design institute is responsible for the ethylene glycol ethylene oxide part of PetroChina's Sichuan Ethylene and CNOOC Huizhou Ethylene Projects? How is the project progress now?

Sichuan ethylene plant is built by Global Engineering Company, as is EO/EG. Huizhou Ethylene General Plant is built by Sinopec Engineering Construction Company. The project has not yet made substantial progress, and is still waiting for the process package: handshake
