Environmental Impact Assessment Certification – I. Eligibility Requirements (the following are the relevant regulations from 2006): 1. Applications are submitted online; on the first working day of each month at 10 a.m., log in to the China Environmental Impact Assessment Website and access the examination and training registration system. 2. Submit the registration information comprehensively, truthfully, and accurately as required; otherwise, the registration will be invalid. 3. One issue per month from January to May, and two issues per month from June to December; the limit for each issue is 200 people, and the registration system will be closed once the limit is reached. 4. The list of applicants will be announced by 4 p.m. on the day of registration. II. Registration Instructions Upon registration, the following supporting documents must be provided: 1. Proof of employment as a full-time staff member (for those on institutional staffing rolls, a certificate of employment relationship issued by their respective institution must be submitted) ; Employees hired by enterprises or institutions should submit the labor contract issued by their employer as well as proof of social insurance contributions on their behalf ; Those who are rehired or employed after retirement should submit a proof of retirement, as well as a rehiring certificate issued by their employer or an employment contract ; 2. Relevant qualification certificates of the employer (for personnel working in environmental impact assessment agencies, copies of the employer’s legal person qualification certificate and the original and duplicate copies of the qualification certificate for conducting environmental impact assessments on construction projects are required) ; Personnel who are not from environmental impact assessment agencies shall submit copies of both the original and duplicate versions of their organization’s legal person qualification certificate). 3. The registration form generated automatically by the registration system (stamped with the official seal matching the name of the legal entity). 4. Copy of academic qualification certificate. Job certificates will not be issued to those who do not provide complete information. Recently, the Environmental Engineering Assessment Center of the General Administration of Environmental Protection released news regarding the latest training for obtaining environmental assessment certification. This year, 6 training sessions for environmental impact assessment technicians will be held. One session will be held in the last week of each month from July to December, with 200 training places available for each session. The application requirements have been relaxed; technicians with a junior college degree or above in environmental protection-related fields are eligible. This is different from the application requirements in previous sessions, so those who plan to attend the training for applications are asked to pay attention. Environmental assessment engineers: The Environmental Impact Assessment Specialist exam is organized jointly by the **Ministry of Environmental Protection and the Ministry of Human Resources and Social Security. This exam consists of four subjects: “Laws and Regulations Related to Environmental Impact Assessment,” “Technical Guidelines and Standards for Environmental Impact Assessment,” “Technical Methods for Environmental Impact Assessment,” and “Case Studies in Environmental Impact Assessment.” Exam scores are managed on a rolling basis with a cycle of two years. The exam is conducted over 4 half-days, with each subject having a duration of 3 hours; it is a closed-book written examination. Environmental impact assessment engineers may oversee the following tasks: (1) Environmental impact assessment ; (II) Post-evaluation of environmental impact ; (III) Technical assessment of environmental impact ; (IV) Environmental protection acceptance. Requirements for applying to take the Professional Qualification Examination for Environmental Impact Assessment Engineers: (1) Hold an associate degree in a field related to environmental protection, and have at least 7 years of experience in environmental impact assessment work ; Or hold an associate degree in another field, with 8 years of experience in environmental impact assessment work. (II) Hold a bachelor’s degree in an environmental protection-related field, and have at least 5 years of experience in environmental impact assessment work ; Or hold a bachelor’s degree in another field, with at least 6 years of experience in environmental impact assessment. (III) Hold a master’s degree in an environmental protection-related field, and have at least 2 years of experience in environmental impact assessment work ; Or hold another professional master’s degree and have at least 3 years of experience in environmental impact assessment. (IV) Hold a doctoral degree in an environmental protection-related field, and have at least 1 year of experience in environmental impact assessment work ; Or hold a doctoral degree in another field, with at least 2 years of experience in environmental impact assessment. Conditions for exemption from certain subjects: Those who have been working in environmental impact assessment roles for an extended period as of December 31, 2003, and meet one of the following conditions, may be exempted from the subjects of \"Technical Guidelines and Standards for Environmental Impact Assessment\" and \"Technical Methods for Environmental Impact Assessment\", and only need to take the exams for \"Relevant Laws and Regulations on Environmental Impact Assessment\" and \"Case Studies in Environmental Impact Assessment\". 1. Have held a senior professional and technical position in the field of engineering for at least 3 years, with a cumulative total of 15 years of experience in environmental impact assessment-related work. 2. Be employed in a senior professional and technical position related to engineering, and have obtained the \"Certification of Completion of Training for Environmental Impact Assessment\" issued by the General Administration of Environmental Protection. Registered Environmental Engineer: The Ministry of Construction, the Ministry of Personnel, and the **State Environmental Protection Administration have decided that, as of September 1, 2005, the professional qualification system for registered environmental engineers will be officially implemented. (The Interim Provisions on the System of Registered Environmental Protection Engineers can be found at http://www.zhb.gov.cn/tech/hbgcs/200509/t20050922_70277.htm) A registered environmental protection engineer is a professional technician who has obtained the \"Qualification Certificate for Registered Environmental Protection Engineers of the People’s Republic of China\" (hereinafter referred to as the qualification certificate) through examination, and who has also obtained, in accordance with the law, the \"Registration Practice Certificate for Registered Environmental Protection Engineers of the People’s Republic of China\" (hereinafter referred to as the registration certificate) as well as a practice seal, in order to engage in professional engineering design related to environmental protection and other related activities. The English translation for Registered Environmental Protection Engineer is: Registered Environmental Protection Engineer. The examination is divided into a basic exam and a professional exam. Those who have passed the basic examination and meet the requirements for registering for the specialized examination as stipulated in these rules may take the specialized examination. Only after passing the professional examination can one obtain the \"Certification Certificate for Registered Environmental Protection Engineers of the People’s Republic of China\". The basic exam is held over 2 half-days, each lasting 4 hours. The professional exam consists of two parts: professional knowledge and professional case studies. Each part lasts for 2 half-days, with each half-day being 3 hours long. One may apply to take the basic exam if they meet one of the following conditions: (1) Possess a bachelor’s degree or higher in this field (referring to majors such as Environmental Engineering, Environmental Science, Agricultural Building Environment and Energy Engineering, Agricultural Resources and Environment, etc.; see Appendix 1 for details) or a related field (majors such as Building Environment and Equipment Engineering, Water Supply and Drainage Engineering, Thermal Energy and Power Engineering, Civil Engineering, etc.; see Appendix 1 for details). (II) Hold an associate degree in this major or a related field, and have at least 1 year of experience in engineering design work related to environmental protection. (III) Hold a bachelor’s degree or higher from another specialized university, with at least 1 year of cumulative experience in environmental protection engineering design work. Those who have passed the basic examination and meet one of the following conditions may apply to take the professional examination: (1) Having obtained a doctoral degree in this field, with at least 2 years of experience in environmental protection-related engineering design work ; Or, after obtaining a doctoral degree in a related field, having accumulated at least 3 years of experience in environmental protection engineering design work. (II) Having obtained a master’s degree in this field, with at least 3 years of cumulative experience in environmental protection engineering design work ; Or, after obtaining a master’s degree in a related field, having worked in environmental protection engineering design for a total of 4 years. (III) Having obtained a double bachelor’s degree including this major, or having completed a postgraduate program in this field, and having accumulated at least 4 years of experience in environmental protection engineering design work ; Or, having obtained a double bachelor’s degree in a related field or completing postgraduate studies, with at least 5 years of experience in environmental protection engineering design work. (IV) After obtaining a bachelor’s degree from a university that has passed the evaluation for education in this field, having accumulated at least 4 years of experience in engineering design related to environmental protection ; Either have a bachelor’s degree from a university that has not passed the evaluation for education in this field, with at least 5 years of experience in environmental protection-related engineering design; or have a bachelor’s degree in a related field, with at least 6 years of experience in environmental protection-related engineering design. (5) After obtaining an associate degree in this field, having accumulated at least 6 years of experience in environmental protection-related engineering design work ; Or, after obtaining an associate degree in a related field, having worked in environmental protection engineering design for a total of 7 years. (VI) Having obtained a bachelor’s degree or higher from another specialized university, and having accumulated at least 8 years of experience in environmental protection-related engineering design work. Exemptions from the exam: As of December 31, 2002, those who meet one of the following conditions may be exempted from the basic exam and only need to take the professional exam: (1) Having obtained a doctoral degree in this field, with at least 5 years of experience in environmental protection-related engineering design work ; Or, after obtaining a doctoral degree in a related field, having worked in environmental protection engineering design for a total of 6 years. (II) After obtaining a master’s degree in this field, having accumulated at least 6 years of experience in environmental protection engineering design work ; Or, after obtaining a master’s degree in a related field, having accumulated at least 7 years of experience in environmental protection engineering design work. (III) Having obtained a double bachelor’s degree including this major, or having completed a postgraduate program in this field, and having accumulated at least 7 years of experience in environmental protection engineering design work ; Or, having obtained a double bachelor’s degree in a related field or completing postgraduate studies, with at least 8 years of experience in environmental protection engineering design. (IV) Having obtained a bachelor’s degree in this field, with at least 8 years of cumulative experience in environmental protection engineering design work ; Or, after obtaining a bachelor’s degree in a related field, having accumulated at least 9 years of experience in environmental protection-related engineering design work. (5) After obtaining an associate degree in this field, having accumulated at least 9 years of experience in environmental protection engineering design work ; Or, after obtaining an associate degree in a related field, having worked in environmental protection engineering design for a total of 10 years. (VI) Having obtained a bachelor’s degree or higher from another specialized university, and having accumulated at least 12 years of experience in environmental protection-related engineering design work. (7) After obtaining a junior college degree from another specialized university, having accumulated at least 15 years of experience in environmental protection-related engineering design work. (8) Having accumulated at least 25 years of experience in environmental protection engineering design work after obtaining a secondary vocational diploma in this field ; Or, after obtaining a secondary vocational diploma in a related field, having worked in environmental protection engineering design for a total of 30 years. To take the exam, one must submit an application themselves; after obtaining approval from their employer, they go to the local examination authority to register. After reviewing the applications in accordance with the prescribed procedures and requirements, the examination administration body issues admission tickets. Candidates must take the exam at the time and place specified on their admission tickets. Professional and technical personnel from the units under various departments of the State Council and enterprises under central government management register for the exam in accordance with the principle of territorial jurisdiction. The exam is held in the third quarter of each year. In principle, the examination sites are located in colleges, universities, and schools designated for the college entrance examination in municipalities directly under the Central Government and provincial capitals. If it is truly necessary to set up such sites in other cities, approval must be obtained from the Ministry of Personnel, the Ministry of Construction, and the **State Environmental Protection Administration. The ISO14000 series of standards are environmental management system standards developed by Technical Committee 207 (ISO/TC207) of the International Organization for Standardization (ISO). These standards are numbered from 14001 to 14100, totaling 100 standards, and are collectively referred to as the ISO14000 series. It was formulated in line with the development of international environmental protection and in response to the needs of international economic and trade development. Currently, five standards have been officially issued, namely ISO14001, ISO14004, ISO14010, ISO14011, ISO14012, and ISO14040. Among them, ISO14001 is the core standard of this series and the only one that can be used for third-party certification. What qualifications should registered auditors in our country possess? ① They must be able to properly implement the relevant national and local environmental protection guidelines, policies, laws, regulations, and standards; they should be familiar with the corresponding environmental management system standards and relevant regulations, and have at least two years of experience in environmental protection work ; ②Hold an associate degree or higher, have been trained by an **approved training institution for external auditors of environmental management systems, and obtained a qualified certificate ; ③Possesses knowledge in environmental science, has received training in environmental protection, has strong organizational and comprehensive evaluation skills, and is able to resolve practical issues encountered in audit work. The above are the basic requirements for applying to become a certified auditor in our country. Auditors are divided into three levels: assistant auditor, auditor, and senior auditor. Auditors are subject to regular performance evaluations in accordance with relevant regulations in order to be promoted. An ISO14000 internal auditor is an auditor for environmental management systems. The ISO14000 series of standards are environmental management system standards developed by the International Organization for Standardization (ISO). With China’s accession to the WTO, environmental protection, which is one of the non-tariff trade barriers, will represent a new challenge for Chinese enterprises. Therefore, many companies are preparing to establish or have already established departments for auditing environmental management systems in order to obtain certification that will enable them to engage in green business practices in international trade. Most organizations that are about to establish or have already established such environmental management systems have obtained ISO9000 Quality Management System (QMS) certification, and they are fully aware of the crucial role that internal audits play within management systems. In environmental management systems as well, internal audits are an essential component; hence, ISO14000 internal auditors are highly sought after by companies. Eligibility requirements: 1. A high school education or above is required ; 2. One copy each of ID card and graduation certificate (student ID), along with 4 one-inch color photos without a hat on a red background ; The main contents of the training include: the ISO14000 standards, as well as the key points for understanding and implementing the ISO14001 standard ; Basic concepts of internal environmental management system audit ; Requirements and procedures for internal audit, planning and implementation, techniques and methods ; The basic qualifications of reviewers, etc ; Case studies and analyses of various enterprises, institutions, and service organizations ; Environmental Protection Laws and Regulations ; Establishment of the ISO14000 environmental management system ; Internal audit procedures and techniques for the ISO14001 environmental management system standard. **Specified textbooks are used, and lessons are taught by experienced professional teachers. To improve the quality of instruction, a fully offline teaching approach is adopted, case studies are assigned for practice, and those who pass the exams are awarded a \"Internal Auditor Certification\" for environmental management systems. Environmental auditors include internal environmental auditors and external environmental auditors. Environmental auditors must have a thorough understanding of the ISO14000 international standards and be proficient in environmental auditing techniques. **Environmental external auditors are required to be **registered**. An external environmental auditor is a professional with the ability and qualifications to conduct external environmental audits. Previously, only certification bodies for environmental management systems were required to hire external environmental auditors; now, **consultants from environmental certification agencies are also required to have** the qualifications of registered external environmental auditors. Target participants: Individuals working in environmental management across various industries (especially those who intend to apply for registration as certified auditors for environmental management systems). Course content: Basic knowledge of the ISO14000 series of standards and their applications, environmental science and prevention technologies, laws and regulations related to environmental protection, characteristics of environmental management systems and auditing knowledge, basic concepts of environmental management system audits, as well as the procedures, techniques, and methods involved in such audits. Target participants: Those who intend to apply for registration as certified auditors for environmental management systems and have already obtained a certificate confirming completion of the basic training for such auditors. Certificate: Those who pass the examination will receive a certificate of completion for training as certified auditors for environmental management systems, issued by the China National Accreditation Service for Conformity Assessment (CNAT). Eligibility requirements: A college degree or higher recognized by relevant authorities; at least five years of work experience after obtaining a college degree, or at least four years of work experience after obtaining a bachelor’s degree; at least two years of experience in quality/environmental management within the five years prior to applying for certification. Those who meet the above conditions can apply for the **Registered Auditor Training**. Upon successful completion of the training, a \"Training Completion Certificate\" is issued (valid for three years). This certificate, along with the application documents, must be submitted to CNAT for registration. If the registration is approved, CNAT issues a \"Registered Auditor\" certificate (also valid for three years). One must find an auditing company on their own or through introductions, and accumulate 15 audit days within those three years in order to be eligible to take the interview organized by CNAT. Once 20 audit days have been accumulated, one can apply to CNAT for auditor certification. Examination Subjects for Certified Consulting Engineers This examination syllabus is formulated **based on the basic requirements regarding the comprehensive knowledge and professional capabilities of certified consulting engineers, and it also serves as a guide for the preparation of teaching materials. Only those who have studied the prescribed textbooks and taken the exams, thereby demonstrating that they possess the knowledge and skills required by the exam syllabus, can obtain the professional qualification as a Registered Consulting Engineer (Investment). The National Qualification Examination for Registered Consulting Engineers (Investment) consists of 5 subjects: Introduction to Engineering Consulting, Macroeconomic Policy and Development Planning, Organization and Management of Engineering Projects, Project Decision-Making Analysis and Evaluation, and Modern Consulting Methods and Practices. Procedures for Registration for the Exam For those registering for the first time to take the qualification exam for registered consulting engineers (investment), they must submit an application on their own, fill out the \"Qualification Exam Registration Form\" (Appendix 1; it can be printed on A4 paper, with 3 recent 1-inch color photos attached). After obtaining approval from their employer (with a stamped signature), they need to bring the original relevant certification documents and go through the qualification review process at the local development and planning commission (with a stamped signature). Finally, they should bring a copy of their ID card to the local personnel examination center or vocational reform office to complete the registration procedures. Candidates working directly for the city government should register at the examination department of the city’s personnel examination institute. Eligibility requirements for taking the exam: (1) Eligibility to take all subjects (five exams in total): Any citizen of the People’s Republic of China who abides by **laws and regulations and meets one of the following conditions may apply to take the professional qualification exam for registered consulting engineers (investment). 1. Having graduated from a junior college program in engineering technology or engineering economics, and having worked in engineering consulting-related fields for at least 8 years ; 2. Having graduated with a bachelor’s degree in engineering technology or engineering economics, and having worked in engineering consulting-related fields for at least 6 years ; 3. Having obtained a second bachelor’s degree in engineering technology or engineering economics, or having completed postgraduate studies, and having worked in engineering consulting-related fields for at least 4 years ; 4. Having obtained a master’s degree in engineering technology or engineering economics, and having worked in engineering consulting-related fields for at least 3 years ; 5. Having obtained a doctoral degree in engineering technology or engineering economics, and having worked in engineering consulting-related fields for at least 2 years ; 6. For those who hold the aforementioned academic qualifications or degrees in fields other than engineering technology or engineering economics, the number of years of experience in engineering consulting-related work is increased by 2 years accordingly ; 7. Other conditions stipulated by the Human Resources Department and the **Development Planning Commission. (II) Requirements for exemption from certain subjects (taking two exams): Those who meet one of the following conditions may be exempted from the exams in \"Introduction to Engineering Consulting\", \"Macroeconomic Policy and Development Planning\", and \"Organization and Management of Engineering Projects\": 1. Persons who fall within the scope of assessment but did not pass the assessment ; 2. Principal contributors to projects that have won the Excellent Engineering Consulting Achievement Award from the **Planning Commission or the China Engineering Consulting Association, as well as the National Excellent Engineering Survey and Design Award ; 3. Obtain the qualification for a senior professional and technical position in accordance with **relevant regulations by the end of 2002, and have at least 8 years of experience in engineering consulting-related work ; 4. Pass the **professional qualification exam, obtain a professional qualification certificate in engineering and technology, and have at least 8 years of experience in engineering consulting-related work. (III) Explanation of the application requirements: 1. Anyone who meets the conditions specified in (I), regardless of whether they are retired or not, and without any age restrictions, may apply to take the professional qualification examination for registered consulting engineers (investment). 2. The “length of service” specified in (I) refers to the total amount of time that the applicant has been engaged in engineering consulting-related activities; the deadline for this is the end of the year in which the examination is applied for, and it is calculated on a per-year basis. 3. The “engineering and technical” majors mentioned in (I) refer to all science and engineering majors designated by the Ministry of Education ; The so-called “engineering economics” majors include Engineering Management, Investment Economics, Technical Economics, Project Management, and Economic Management. The educational qualification requirement in the application criteria refers to **educational degrees from the national education system recognized by the Ministry of Education**. 4. The “engineering consulting-related services” referred to in (I) mean the 8 categories of services specified in the \"Implementation Measures for the Accreditation of Engineering Consulting Firms (Revised)\\", issued by the China Consulting Association upon commission from the former **Planning Commission. These services include planning consultation, preparation of project proposals, preparation of project feasibility study reports, evaluation consultation, engineering design, bidding consultation, project supervision, and management consultation. In addition, there are also engineering consulting management, investment and construction management, as well as education and training services related to these 8 categories of services. 5. The “persons who failed the assessment and evaluation” referred to in (II)1 are those who meet the requirements for such assessment and evaluation but failed due to quantity limits. This list of personnel is provided by the Office of the Leading Group for the Recognition of Professional Qualifications for National Registered Consulting Engineers (Investment). 6. The “main contributors” to the awards mentioned in (II)2 refer to all the individuals listed on the award certificates or lists of awardees for the first, second, and third prizes for outstanding research results issued by the former **Planning Commission (formerly known as the Science and Technology Progress Awards), for the first, second, and third prizes for outstanding engineering consultation achievements issued by the China Engineering Consulting Association, as well as for the gold, silver, and bronze awards for excellent engineering design and engineering survey issued by the Ministry of Construction. 7. The professional qualification certificates in the field of engineering technology referred to in (II) 4 are limited to those issued by the Ministry of Construction and the Ministry of Human Resources and Social Security for registered architects of grade 1, registered structural engineers of grade 1, registered urban planners, cost engineers, and supervision engineers. A registered public equipment engineer is a professional technician who has obtained the \"Practice Qualification Certificate for Registered Public Equipment Engineers of the People’s Republic of China\" as well as the \"Registration Certificate for Practice Qualification of Registered Public Equipment Engineers of the People’s Republic of China\", and who is engaged in the design of public equipment-related projects and related activities. Application method: To take the exam, an individual must submit an application; after it is approved by their employer, they can register with the local examination authority. After reviewing the applications in accordance with the prescribed procedures and requirements, the examination administration body issues admission tickets. Candidates must take the exam at the time and place specified on their admission tickets. Eligibility requirements for the professional qualification examination for Registered Public Equipment Engineers (HVAC, Water Supply and Drainage, Power): (1) Any citizen of the People’s Republic of China who complies with relevant laws and regulations, adheres to professional ethics, and possesses the necessary professional education and work experience can apply to take this professional qualification examination. (II) The examination is divided into a basic examination and a professional examination. Only those who pass the basic exam and complete the required period of professional experience may apply for the specialized exam. (III) Those who meet the requirements specified in item (1) of the application criteria and possess one of the following conditions may apply to take the basic examination: 1. Having obtained a bachelor’s degree or higher in this field or a related field. 2. Hold an associate degree in this major or a related field, and have at least 1 year of experience in engineering design work related to public utility equipment. 3. Hold a bachelor’s degree or higher in another engineering field, with at least 1 year of cumulative experience in engineering design work related to utility equipment. (IV) Those who have passed the basic examination and meet one of the following conditions may apply to take the professional examination: 1. Having obtained a doctoral degree in this field, and having accumulated at least 2 years of experience in engineering design related to public equipment ; Or, after obtaining a doctoral degree in a related field, having worked in engineering design for public utility equipment for a total of 3 years. 2. After obtaining a master’s degree in this field, have accumulated at least 3 years of experience in engineering design related to utility equipment ; Or, after obtaining a master’s degree in a related field, having accumulated at least 4 years of experience in engineering design work related to public utility equipment. 3. Obtain a double bachelor’s degree including this major, or complete a postgraduate program in this field, and have accumulated at least 4 years of experience in engineering design work related to public utility equipment ; Or, having obtained a double bachelor’s degree in a related field or graduating from a graduate program, with at least 5 years of experience in engineering design work related to public utility equipment. 4. After obtaining a bachelor’s degree from a university that has passed the education assessment for this field, have accumulated at least 4 years of experience in engineering design related to public utility equipment ; Or, after obtaining a bachelor’s degree from a university that has not passed the evaluation for professional education in this field, having accumulated at least 5 years of experience in engineering design related to utility equipment ; Or, after obtaining a bachelor’s degree in a related field, having accumulated at least 6 years of experience in engineering design work related to public utility equipment. 5. After obtaining an associate degree in this field, have accumulated at least 6 years of experience in engineering design related to public utility equipment ; Or, after obtaining an associate degree in a related field, having worked in professional engineering design for public facilities for a total of 7 years. 6. Having obtained a bachelor’s degree or higher in another engineering field, with at least 8 years of cumulative experience in engineering design related to utility equipment. (5) The educational qualifications or degrees mentioned in the above application requirements refer to those **recognized by the education authorities. The deadline for the working experience in professional engineering design of utility equipment, as specified in the above application requirements, is the end of 2005. (VI) As of December 31, 2002, those who meet one of the following conditions may be exempted from the basic examination and only need to take the professional examination: 1. Having obtained a doctoral degree in this field, with a total of at least 5 years of experience in engineering design related to public utility equipment ; Or, after obtaining a doctoral degree in a related field, having worked in professional engineering design for public facilities for a total of 6 years. 2. After obtaining a master’s degree in this field, have accumulated at least 6 years of experience in engineering design related to public utility equipment ; Or, after obtaining a master’s degree in a related field, having accumulated at least 7 years of experience in engineering design work related to public utility equipment. 3. Obtain a double bachelor’s degree including this major, or complete a postgraduate program in this field, and have accumulated at least 7 years of experience in engineering design work related to public utility equipment ; Or, having obtained a double bachelor’s degree in a related field or graduating from a graduate program, with at least 8 years of cumulative experience in engineering design work related to public utility equipment. 4. After obtaining a bachelor’s degree in this field, have accumulated at least 8 years of experience in engineering design related to public utility equipment ; Or, after obtaining a bachelor’s degree in a related field, having accumulated at least 9 years of experience in engineering design work related to public utility equipment. 5. After obtaining an associate degree in this field, have accumulated at least 9 years of experience in engineering design related to public utility equipment ; Or, after obtaining an associate degree in a related field, having worked in engineering design for public equipment for a total of 10 years. 6. Having obtained a bachelor’s degree or higher in another engineering field, with at least 12 years of cumulative experience in engineering design related to utility equipment. 7. After obtaining an associate degree in another engineering field, have accumulated at least 15 years of experience in engineering design related to utility equipment. 8. After obtaining a secondary vocational diploma in this field, have accumulated at least 25 years of experience in engineering design related to public utility equipment ; Or, after obtaining a secondary vocational diploma in a related field, having accumulated at least 30 years of experience in engineering design work related to public utility equipment. (7) With the approval of the relevant departments of the State Council, foreign nationals and professionals from Hong Kong, Macao, and Taiwan who are permitted to work within the People’s Republic of China may, if they meet the requirements set out in the Interim Provisions on the Professional Qualification System for Registered Public Equipment Engineers and the Implementation Measures for the Qualification Exams for Registered Public Equipment Engineers, apply to take the exams in accordance with the prescribed procedures. (8) Applicants should refer to the specified application requirements, consider their own circumstances to determine whether they meet those requirements, and only after obtaining approval from their respective employers can they submit an application. The test scores of those who do not meet the requirements for taking the basic exam will be invalid. After passing the professional examination, candidates must submit documents that meet the relevant application requirements for qualification review; only those who pass the review will be granted the corresponding professional qualification certificate. Registered Nuclear Safety Engineers: In accordance with the Interim Provisions on the Professional Qualification System for Registered Nuclear Safety Engineers (Ren Fa [2002] No. 106) and the Implementation Measures for the Professional Qualification Examination for Registered Nuclear Safety Engineers (Guo Ren Bu Fa [2003] No. 21), the specific arrangements for the national unified examination for professional qualifications of registered nuclear safety engineers in 2007 are hereby announced as follows:I. Eligible candidates and requirements
Anyone who abides by the constitution and laws of the People’s Republic of China, adheres to professional ethics, and meets one of the following conditions may apply to take the professional qualification examination for registered nuclear safety engineers:
(1) Hold a doctoral degree in a science or engineering field, and have at least 1 year of experience in nuclear safety work. (II) Hold a master’s degree in science or engineering, and have at least 2 years of experience in nuclear safety work ; Or hold another professional master’s degree and have at least 3 years of experience in nuclear safety work. (III) Hold a dual bachelor’s degree in science or engineering, or have graduated from a graduate program, and have at least 4 years of experience in nuclear safety work ; Or hold a dual bachelor’s degree in other fields or have graduated from a graduate program, with at least 5 years of experience in nuclear safety work. (IV) Hold a bachelor’s degree in a science or engineering field, with at least 5 years of experience in nuclear safety work ; Or hold a bachelor’s degree in another field, with 6 years of experience in nuclear safety work. (5) Hold a bachelor’s degree in a science or engineering field, and have at least 10 years of experience in nuclear safety work. (VI) Hold an associate degree in a science or engineering field, and have at least 15 years of experience in nuclear safety work. (7) Hold a secondary vocational diploma in science or engineering fields, and have at least 20 years of experience in nuclear safety work. As of December 31, 2002, professional and technical personnel who held senior professional and technical positions in nuclear safety-related fields for at least 3 years were exempt from the exams on \"Laws and Regulations Related to Nuclear Safety\" and \"Comprehensive Knowledge of Nuclear Safety\", and were only required to take the exams on \"Professional Practices in Nuclear Safety\" and \"Case Analysis in Nuclear Safety\". II. Examination Subjects, Methods, and Schedule – Laws and Regulations Related to Nuclear Safety ; Comprehensive Knowledge of Nuclear Safety ; Professional Practices in Nuclear Safety ; Case Analysis of Nuclear Safety (Closed-book Written Exam) III. Examination Scope The examination scope is detailed in the \"National Qualification Examination Syllabus for Registered Nuclear Safety Engineers\". IV. Examination Locations: The 2007 examinations were held at four locations across the country: Beijing, Hangzhou, Chengdu, and Guangzhou. Candidates could choose one of these locations to take the exam based on their personal circumstances. The location where candidates take the exam is subject to the admission ticket. V. Application Requirements Candidates must fill out the application form in strict accordance with the specified requirements. They can download the form from the websites www.rnse.gov.cn or www.sepa.gov.cn, or request it by mail from the Registration Office for Nuclear Safety Professional Qualifications under the **State Environmental Protection Administration. Candidates who have passed the registration review for previous years’ exams need to submit an application form with the approval signature from their employer, 3 recent two-inch front-facing photos without a hat (in color on a white background), and a copy of their valid identification document (on A4 paper) at the time of registration. Candidates taking the exam for the first time must submit the following documents at registration: 1. Valid identification, proof of education, and degree certificate ; Candidates applying for exemption from two subjects must also provide their certificate of appointment to a senior professional and technical position, as well as proof that they have held such a position for at least 3 years as of December 31, 2002. 2. An interior designer refers to a professional as defined in the “Notice on Issuing the Interim Measures for the Assessment of National Interior Designer Qualifications” issued by the China Interior Design Association on April 28, 2000 (Document No. Zhongshi Xie Zi 014). ICDA is the abbreviation for the International Council of Interior Design Associations. Offer training courses for “interior designers” and issue certificates. In November 1998, the International Council for Architectural Decoration and Interior Design established a liaison office in Beijing, China, and registered with the Civil Society Organization Service Center of China’s Ministry of Civil Affairs. Relying on relevant organizations on the Chinese mainland, it carried out training programs for ICDA certification. By the end of 1998, the first training course for \"interior designers\" was successfully held in Beijing; the participants gave positive feedback. Those who received certificates were able to apply what they had learned and played an important role in various positions. The levels for interior designers are as follows: Senior Senior Interior Designer ; Senior Interior Designer ; Interior designer ; Assistant interior designer. Qualifications for interior designers: Interior designers must love their country, abide by laws and regulations, comply with relevant rules, possess good professional ethics, be committed to serving China’s interior decoration industry, and have the appropriate professional education as well as experience in carrying out professional design work. A senior senior interior designer must meet the requirements for a senior interior designer, have obtained the title of full professor, full researcher, or an equivalent qualification, and enjoy high prestige in the industry. Requirements for senior interior designers: (1) Professional education and work experience: Graduates from postdoctoral programs in this field or related fields who have met the required standards ; Or have a doctoral degree in this field or a related field, with at least two years of experience in design work ; Either hold a master’s degree in this field or a related field, or have a dual bachelor’s degree, or have graduated from a graduate program after two years of study, with at least four years of experience in design work ; Or hold a bachelor’s degree in this field or a related field/have completed an undergraduate program, with over six years of experience in design work ; A graduate from a junior college in this field or a related field, with over ten years of experience in design work. (II) Performance: 1. Led the design of more than five large-scale public interior decoration projects ; 2. Have published papers in newspapers and magazines at the provincial level or above, authored monographs, or won gold or silver awards at national interior design exhibitions. (III) Foreign Language Proficiency: Able to master a foreign language proficiently. Requirements for interior designers: (1) Education and work experience: Individuals who have obtained a doctoral degree in this field or a related field ; Or have a master’s degree in this field or a related field, graduated from a graduate design program, and have at least two years of experience in design work ; A bachelor’s degree in this field or a related field, with at least three years of experience in design work ; A junior college degree in this field or a related field, with more than five years of experience in design work. (II) Performance: Led the design of more than two public interior decoration projects. (III) Foreign language: Able to master a foreign language. Requirements for an assistant interior designer: [1] Educational background and work experience ; Bachelor’s degree in this or a related field, with at least one year of experience in design work ; A diploma from a college or university in this field or a related field, with at least three years of experience in design work. (II) Performance: Have participated in more than three interior decoration design projects. (III) Foreign language: Proficient in one foreign language.
