We’re facing a problem in current projects: sometimes small companies simply cannot provide supervision reports or records of supervision activities. Requiring them to provide such documents is quite difficult for them. As a result, many small projects or those carried out by private enterprises end up with fake supervision documents. According to Order No. 86 of the Ministry of Construction, titled \"Regulations on the Scope and Scale Standards for Construction Project Supervision,\" supervision is mandatory for petrochemical projects with a total investment of over 30 million yuan.
Regulations on the Scope and Scale Standards for Construction Project Supervision Article 1 These regulations are formulated in accordance with the Regulations on Quality Management of Construction Projects, in order to determine the specific scope and scale standards for construction projects that require supervision and to standardize construction project supervision activities. Article 2 The following construction projects must be supervised: (1) **Key construction projects ; (II) Large and medium-sized public utility projects ; (III) Residential community projects developed and constructed on a large scale ; (IV) Projects utilizing loans or assistance funds from foreign **or international organizations ; (5) **Other projects for which supervision is required by regulations. Article 3 **Key construction projects refer to the backbone projects that have a significant impact on the national economy and social development, as identified in the **Administrative Measures for Key Construction Projects.** Article 4: Large and medium-sized public utility projects refer to the following project types with a total investment of over 30 million yuan: (1) Municipal engineering projects such as water supply, power supply, gas supply, and heating supply ; (II) Projects in science and technology, education, culture, etc ; (III) Projects in sports, tourism, commerce, etc ; (IV) Health, social welfare, and other related programs ; (5) Other public utility projects. Article 5: For residential complex projects developed and constructed on a large scale, residential construction projects with a construction area of over 50,000 square meters must be supervised ; For residential construction projects of 50,000 square meters or less, supervision may be implemented; the specific scope and scale criteria are determined by the construction administrative departments of the people’s governments of provinces, autonomous regions, and municipalities directly under the Central Government. To ensure housing quality, supervision should be implemented for high-rise buildings as well as multi-story buildings with complex foundations and structures. Article 6: The scope of projects that utilize loans or assistance funds from foreign countries or international organizations includes: (1) Projects that make use of loan funds from international organizations such as the World Bank and the Asian Development Bank ; (II) Projects using loan funds from foreign ** and their institutions ; (III) Projects utilizing funds from international organizations or foreign **aid. Article 7 **Other projects for which supervision is required include the following: (1) Infrastructure projects with a total investment of over 30 million yuan that are related to public interests and public safety, including projects in the fields of coal, petroleum, chemicals, natural gas, electricity, and new energy ; (2) Projects such as railways, highways, pipelines, water transport, civil aviation, and other transportation industries ; (3) Projects such as postal and telecommunications hubs, communication, and information networks ; (4) Water conservancy construction projects such as flood control, irrigation, drainage, power generation, water diversion (supply), marshland management, water resource protection, and soil and water conservation ; (5) Urban infrastructure projects such as roads, bridges, subway and light rail systems, sewage discharge and treatment, waste management, underground pipelines, and public parking lots ; (6) Ecological environment protection projects ; (7) Other infrastructure projects. (II) School, theater, and sports venue projects. Article 8: The construction administrative department of the State Council may, in consultation with relevant departments of the State Council, adjust the specific scope and scale criteria for construction projects that are required to have supervision in accordance with these provisions.
