Russia’s **Duma (Russian: Государственная дума)** is the lower house of the Federal Assembly of Russia, consisting of 450 members. Eligibility to serve as a member of parliament is for citizens who are at least 21 years old, with a term of four years. “The term “Duma” is a transliteration of the Russian word (дума) and means “parliament”. Tsarist Russia was originally a feudal regime; after the revolutionary movements broke out in 1905, Tsar Nicholas II, in an effort to ease the political crisis, announced in September–October of that year the convening of a \"Duma\" and granted it certain powers. In 1906 and 1907, the first and second **Dumas were established, but they were disbanded shortly thereafter. Later, the third and fourth **Dumas were established; they did not hold much power, but were nominally **parliaments. After the victory of the October Revolution in 1917, the Soviet Union established a Soviet system that combined legislative and executive functions. In 1993, Russia restored the name “**Duma**”. Russia’s **Duma was established in 1993. Until then, Russia followed the methods from the Soviet era. The parliament of the Soviet Union was the \"Soviet of People’s Deputies,\" whose permanent body was a bicameral \"Supreme Soviet\" consisting of the Union Council and the National Council. In 1988, the Soviet Union carried out reforms; the \"People’s Representative Soviets\" were renamed the \"Soviet Union Supreme Soviet\", while its permanent body continued to be called the \"Supreme Soviet\". At that time, Russia did the same and established the \"Federal Assembly of the Russian Federation,\" whose permanent body was the \"Supreme Soviet of the Russian Federation.\" Following the \"Shelling of the White House\" incident in Russia in October 1993, President Yeltsin announced the abolition of the Soviet system and the establishment of a new federal parliament, whose upper house was called the \"Federal Council\" and whose lower house was the \"Duma\".
