Article 68 of the “Regulations on Safety Supervision for Cylinder Filling”: When transporting and handling gas cylinders, the following requirements must be complied with: 1. The transportation vehicle shall have obvious safety markings； 2. The bottle caps must be properly fitted on (except those with protective covers); handle the bottles gently, and throwing, sliding, rolling, or knocking them is strictly prohibited ； 3. During lifting, the use of electromagnetic cranes and chain ropes is strictly prohibited ； 4. Cylinders in which the gases inside come into contact with each other and can cause combustion or explosion, as well as those that produce toxic substances, must not be transported in the same vehicle (carriage) ； 　　Flammable, explosive, corrosive substances, or those that react chemically with the gas inside the cylinder, must not be transported together with the gas cylinder ； 　　5. Gas cylinders installed on the vehicle should be properly secured. When placed horizontally, the heads should face one direction; the stack height must not exceed the height of the carriage, nor five layers ； When standing upright, the height of the carriage should be more than two-thirds of the bottle’s height ； 6. Summer transportation should be equipped with shading facilities to avoid exposure to the sun; transportation during the day should be avoided in busy urban areas ； 7. Open flames are strictly prohibited. When transporting cylinders of flammable gases, the vehicle must be equipped with fire extinguishing equipment ； 8. Vehicles and ships used to transport gas cylinders shall not stop in busy urban areas or near important government institutions ； When the vehicle or ship is docked, the driver and the cargo handler must not leave at the same time ； 　　9. Cylinders containing liquefied petroleum gas should not be transported over long distances. \"Rules for Licensing Cylinder Filling\" – Quality requirements for cylinder filling work. C1: Inspections before and after filling. It is possible to inspect each filled cylinder with regard to the following items; the inspection requirements must be met, and records must be kept in a proper manner to satisfy the specified standards. (1) Appearance ； (2) Status of regular inspections ； (3) Markings (color markings, stamp markings, warning labels) ； (4) Filling medium and its pressure (weight) ； (5) Attachments, including bottle valves and shock rings. Cylinders containing flammable and toxic media should be tested for leaks after filling. The C2 filling process can ensure quality and meets the following requirements: (1) The filling operation is carried out in accordance with regulations, with dedicated personnel conducting regular inspections ； (2) The temperature, pressure, and flow rate during cylinder filling comply with the regulations ； (3) The filling time and holding time for dissolved acetylene cylinders meet the requirements; after filling, each cylinder should be weighed and its pressure checked ； (4) The filling volume of the liquefied gas cylinder complies with all relevant regulations, and re-weighing is possible ； (5) The filling pressure of permanent gases complies with regulations ； (6) Fill in the filling process records carefully and promptly ； (7) Databases have been established for all filled gas cylinders.
