When the new tower has no material loaded in it, it shakes at wind speeds of level 6 – is this a problem? If so, what could be the cause of this issue?
There are many possible reasons. The shaking mentioned by the poster needs to be converted into corresponding data in order to facilitate others in helping to determine the issue. If the wind load check passes, then generally there should be no problems.

If it was designed by a reputable design institute, there’s no need to worry; some degree of shaking is normal. It’s necessary to consider whether additional intermediate supports should be added, depending on the severity of the shaking.

Wind force 6: it shakes normally; it would be abnormal if it didn’t shake
I didn’t make it clear at the beginning: our tower has a diameter of 1800 mm and a height of 60 meters; when there is a wind force of level 6, the top of the tower may sway by more than 0.5 meters, and it feels as though you’re on a ship in a windy day.
This is a normal phenomenon. A tower with a height of 1800 meters, being over 60 meters tall, naturally experiences some swaying at its top. Wind loads were taken into account during the design of such towers. Even for towers we design with a height of 1000 meters, around 30 meters tall, there is swaying when standing on their tops, and this happens even when the wind strength is not at level six

I went to the site and entered a tower over 30 meters tall; it was shaking quite a lot, but it wasn’t a problem because I had seen the calculations.
It is normal for the tower to sway within the allowable deflection range, as there is proof that the stress checks have been passed.
