Does it rotate back and forth? It seems not applicable to the tolerance specifications.
Treat it as stationary, and then compare the operating conditions with the regulatory requirements to see if they meet the criteria for pressure vessels. If so, then it is a pressure vessel.
It should not be classified as a pressure vessel; we previously developed a sodium hydride rotary four-in-one unit and it wasn’t classified in that way.

Whether it is a pressure vessel depends on what the poster intends to flash-vent. Our factory has done such projects before, and in those cases it was indeed a pressure vessel.
It is a vacuum device and falls under the category of pressure vessels, but it is not covered by the regulations on the safety supervision of special equipment!
It’s definitely not a pressure vessel; it’s a pure drying device. . . There are also cyclone separation devices behind, along with air release outlets
