For supervision agencies, it is important to establish their authority over on-site management issues, to respect their right to veto decisions regarding construction quality as well as their authority over construction scheduling, in addition to the legitimate rights and interests granted to them by Beijing’s laws and regulations. If issues related to construction quality or progress at the site are identified, it is necessary to communicate and negotiate with the supervisor promptly. It is important to ensure that the supervisor issues corresponding instructions to the construction team. At the same time, the supervisor’s role in overseeing construction quality, schedule, and quantity measurement should be fully utilized; close communication and coordination with the chief supervisor are essential, especially when dealing with major issues at the site, where both parties should strive to reach an agreement in advance. It is necessary to understand the scope of tasks assigned to each contracting unit, their scale and difficulty level, the main construction methods used, the equipment employed, as well as the project’s construction schedule. It is necessary to be familiar with each subcontract, to conduct preliminary analysis of potential conflicts among the subcontractors, and to resolve any such conflicts promptly as they arise during work. It is necessary to focus on the key areas of construction as well as the interfaces between different construction units, in order to avoid and reduce various conflicts arising from unclear division of tasks. (6) Collect owners’ feedback in a timely manner; any complaints or dissatisfaction from owners should be reported promptly to the supervising managers and the general manager, so that appropriate actions can be taken.
