Article 3 Welders engaged in the following welding work must pass the assessment in accordance with these detailed rules and hold the "Special Equipment Operator Certificate": (1) Pressure-bearing equipment, including welds of pressure components, welds welded to pressure components, positioning welds melted into permanent welds, and surface surfacing of the base metal of pressure components ; (2) Mechanical and electrical equipment, including welds of main stress-bearing components, welds welded to main stress-bearing components, and positioning welds melted into permanent welds. Article 4 The quality and technical supervision departments of each province, autonomous region, and municipality directly under the Central Government (hereinafter referred to as the provincial quality and technical supervision department) are responsible for the unified deployment of welder examination institutions, examination categories, and project scope within their respective jurisdictions. Among them, welder examination institutions responsible for the following five categories are determined by the provincial quality and technical supervision department.: (1) Long-distance pipelines ; (2) Across provinces, autonomous regions and municipalities ; (3) Non-ferrous metals (such as: Aluminum, titanium, copper and nickel, etc.) and their alloys ; (4) Electroslag welding, friction welding, gas-electric vertical welding and corrosion-resistant surfacing welding ; (5) Non-metallic materials. Article 5 The welder examination institution shall organize and implement examinations within the determined examination categories and project scope. Article 6 The welder examination consists of two parts: theoretical knowledge examination and welding operation skills examination. The examination content should be adapted to the scope of welding work performed by the welder. The theoretical knowledge examination adopts a 100-point system, and the welding operation skills examination uses welding test pieces for inspection and evaluation. All inspection items must meet the regulations, and the welding operation skills examination can be passed. Article 7 If one of the following situations falls under one of the following circumstances, the corresponding theoretical knowledge test shall be taken: (1) Applying for the examination for the first time ; (2) Change the welding method ; (3) Change the type of base material (such as steel, aluminum, titanium, etc.) ; (4) The validity period for passing the theoretical knowledge examination has expired. Article 8 If a welder encounters the following circumstances, the examination agency shall decide whether a corresponding theoretical knowledge examination is required: (1) The welding work of the equipment under supervision has been interrupted for more than six months, and it is necessary to continue the welding work on the equipment under supervision ; (2) Failure to pass the reexamination ; (3) Aged over 50 years old ; (4) The "Special Equipment Operator Certificate" has been revoked. Article 9 According to the degree of motorization of the welding method, welders are divided into manual welders, motorized welders and automatic welders. Motorized welders and automatic welders are collectively called welding machine operators. The scope, content, methods and result evaluation of welder examinations for metal materials and non-metal materials for special equipment shall be carried out in accordance with the provisions of Annex A and Annex B of these rules.
