Flue gas oxygen content

FGD inlet flue gas volume (Nm3/h, standard conditions, on a dry basis, actual O2 level): 1980803. FGD inlet flue gas volume (Nm3/h, standard conditions, on a dry basis, 6% O2 level): 1875838. What does 6% O2 mean? I would appreciate your advice. Thank you
6% O2 refers to volume percentage.
I think this approach is unscientific; it is only concentration that determines the difference between actual O2 and standard O2. The volume of smoke should all correspond to the actual O2 level
