I came across the emission rights trading system in a book by chance. What I understand by this is that, within a certain area and on the condition that the total amount of pollutants emitted does not exceed the allowable limit, various pollution sources within that area exchange amounts of pollutants through monetary transactions, thereby reducing pollutant emissions and protecting the environment. Using economic levers to promote environmental protection also has clear advantages: 1. As a market economy mechanism, emission rights trading can fully leverage the market’s role in resource allocation. 2. It also facilitates public participation. 3. Furthermore, change previous corporate expectations, institutionalize regulation, and commercialize pollution control. Through strict regulation, companies’ previous mental expectations can be changed, allowing them to consider their own development strategies in the long term. Under the traditional system, companies have no incentive to minimize pollution, and **dictating to them how to control pollution also suppresses their motivation to innovate on their own. It seems that our country is also piloting a sulfur dioxide emission rights trading system. There are also several cases in which Nantong Tianshengang Power Generation Co., Ltd. transferred the emission rights for 1,800 tons of sulfur dioxide to Nanjing Acetate Fiber Co., Ltd. on a paid basis. Sulfur dioxide emission rights trading between Taicang Port Environmental Power Generation Co., Ltd. and Xiaguan Power Plant in Nanjing. But these transactions were all completed under the intervention of the environmental protection department. Of course, this system isn’t perfect either: issues such as setting limits on the total amount of environmental pollution, allocating emission quotas, and monitoring the total volume of emissions arise. Anyway, as a new environmental protection measure, is it effective? What is its impact? Should it be promoted, and if so how? Couldn’t everyone share their opinions on this?

You have the wrong understanding; it’s not about encouraging excessive emissions – the standards represent the minimum requirements set by law for enterprises. Emission rights trading is based on meeting specified standards; it is a process of trade between regions and industries when capacity is already limited, and it can even extend on a global scale, such as in carbon trading.
I don’t quite understand it; if it’s based solely on meeting the standards, then why buy emission rights, when one can already meet those standards?
How is the emission rights monitoring system? If monitoring results can be bribed to be altered, then the establishment of such a system will turn into a tool for making money, nothing more than financial derivatives. Will it ultimately achieve its goal of controlling pollution?
Since regional capacity is limited and the total amount is not permitted, it is necessary to purchase back the reduction in capacity from another company through transactions; this generally applies to new construction and expansion projects, as otherwise there would be no need to proceed with such projects if a total limit does not exist. As for the emission trading ratio, it could be 1:1, or it could also be 1.5:1. In practice, **only by implementing controls on the total industry production capacity and total pollution emissions for the projects subject to restrictions can such projects be approved. Of course, to implement emission trading, it is necessary to clarify the regional capacity; only by implementing emission permits under capacity control and reduction can emission trading be carried out easily. Furthermore, the capacity will change as the industrial layout evolves, and adjustments need to be made in a timely manner at that time. Therefore, emissions trading is a systematic social engineering project; it’s not that simple.
To a certain extent, it can encourage units with the capacity to treat waste not to discharge it illegally and boost their enthusiasm for carrying out treatment, but its effectiveness still needs further verification. Such a system is bound to go through a process of continuous development and improvement.
Hubei saw 500 tons of pollution emission rights traded yesterday. . There are both advantages and disadvantages to this. The companies that make these purchases are clearly those that exceed emission limits; however, if the transaction price proves too burdensome for them, they might improve the environmental protection facilities and processes in their own companies. As for the results, we can only wait and see!
